b. Grillo Ct — A new crosswalk will be added to the north side of the <br />intersection of Grillo Ct and Concord Street. Additionally, a new crossing <br />guard will be added to this intersection. The crossing guard will have the <br />ability to cross pedestrians along the existing crosswalk on the west side <br />of the intersection, as well as, the new crosswalk. <br />c. A new school loading zone will be added on Concord Street in front of the <br />school. This will be a time limited loading zone (ex: 7:30am to 8:30am, <br />2:00pm to 3:00pm) which will provide another location for parents to pick <br />up their kids. <br />d. Southbound Concord Street will be reconfigured to have new vehicle <br />queueing lane for school traffic and a through lane. The vehicle queuing <br />lane will be added along the curb to the west side of Concord Drive <br />roughly between Kottinger Drive and Reisling Ct. Vehicles queueing in <br />this lane will either enter the existing school loop loading zone or the new <br />school loading zone in front of the school. Because this queueing lane is <br />along the curb, it allows motorists who wish to travel south on Concord to <br />bypass school traffic using the through lane. Lastly, the intersection of <br />Concord Drive and Kottinger Drive is being proposed for a three-way <br />stop. This will improve overall safety and organization of the intersection. <br />e. Touriga Drive Transportation/Traffic Project <br />Expedited Speed Lump Program <br />The Touriga Drive residents have been part of two previous Neighborhood Traffic <br />Calming Programs that included the installation of several radar speed signs. Speed <br />lumps were proposed in both of the previous programs, but the speed lumps never <br />received the required neighborhood support for installation. While speeds were reduced <br />as a result of the radar speed sign installations, sections of Touriga Drive continue to <br />experience speeds above the posted limit. <br />In early 2019 residents of Touriga Drive expressed continued concerns of speeding on <br />between Chablis Court and Palomino Drive. The residents believed that enough <br />neighborhood support for speed lumps was in place to allow for the expedited speed <br />lump program to be implemented. Speeds were measured and found to be higher than the <br />average residential streets and an Expedited Speed Lump petition was created for Touriga <br />Drive. The petition included three speed lumps between Chablis Court and Palomino <br />Drive. <br />The Expedited Speed Lump Program requires at least 67% of the residences within 500 <br />feet of the proposed speed lumps are supportive of the installation.
