area on the project site to unload merchandise (Condition No. 45), requiring the <br /> applicant/operator to post signs requesting that customers not park or loiter on the <br /> neighboring properties (Condition Nos. 48 and 49), and requiring the applicant to install <br /> trash receptacles in front of the convenience store (Condition No. 51). <br /> Both the Planning Commission and staff found the recommended conditions address <br /> the concerns raised by the church. <br /> PUBLIC NOTICE <br /> Notice of this application was sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site and published in the newspaper. The noticing map is <br /> included as Attachment 5. At the time this report was published, staff had not received <br /> any public comments. <br /> ENVIRONMENTAL ASSESSMENT <br /> An Initial Study/Negative Declaration (Attachment 6) has been prepared for the <br /> proposed project in conformance with the California Environmental Quality Act (CEQA). <br /> The Initial Study concludes that the project would not have any significant <br /> environmental impacts, and that it is therefore appropriate to adopt a Negative <br /> Declaration for the project. Attachment 3 provides a resolution for adoption of the Initial <br /> Study and Negative Declaration, and makes findings that the Initial Study/Negative <br /> Declaration adequately evaluates the potential environmental impacts of the project. <br /> CONCLUSION <br /> As proposed by the applicant and conditioned by staff, staff believes that the uses will <br /> be compatible with and will not detrimentally affect the surrounding uses or properties. <br /> Conditions of approval have been included which will ensure that the safety and general <br /> welfare of the surrounding area, and the city in general, is maintained.
