CITY OF PLEASANTON <br /> CITY COUNCIL <br /> REGULAR MEETING MINUTES <br /> September 3, 2019 <br /> Mayor Thorne called the regular meeting of the City Council to order at the hour of 7:00 p.m. <br /> Councilmember Brown led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> City Manager Fialho noted that staff is pulling Item 5 off the agenda. <br /> CONSENT CALENDAR <br /> Community Development <br /> Councilmember Brown reported for the public record that she voted no on the following items within the <br /> Downtown Specific Plan (DSP): building heights up to 46' on the current Civic Center site also known <br /> as Mixed-use Downtown, new residential zoning on the Barone site, the Shell Station site should it <br /> accommodate any residential housing up to three-stories or 30 feet from the ground, and that any <br /> three-story buildings be approved only by the City Council. <br /> Councilmember Testa recused herself from Items 2 and 3. <br /> 1. Actions of the Zoning Administrator and Planning Commission <br /> 2. Waived second reading and adopted Ordinance No. 2193 approving changes to zoning <br /> designations for the Downtown Specific Plan Area**Testa recused** <br /> 3. Second reading and adoption of Ordinance No. 2194 amending Chapter 17.24 (Transportation <br /> Systems Management) and Title 18 (Zoning) of the Municipal Code to implement policies of the <br /> updated Downtown Specific Plan, as filed under Case P18-0050 **Testa recused** <br /> 4. Approved and authorized the City Manager to execute an amendment to the agreement with <br /> Toole Design Group for preliminary design of five additional alternatives for the West Las Positas <br /> Bicycle Corridor Plan, increasing the contract by $149,000 for a total amount of $241,544 <br /> 5. Pulled off the agenda —Approve agreement with FirstCarbon Solutions in the amount of$93,275 <br /> for the preparation of the environmental analysis for the Stoneridge Mall Housing Project <br /> 6. Approved and authorized the City Manager to execute an amendment to the agreement with <br /> FirstCarbon Solutions for preparation of an environmental impact report for Ponderosa Homes' <br /> Hidden Canyon/Lester project, increasing the contract by $39,870 for a total of$262,016 <br /> Economic Development <br /> 7. Approved appointments of Bryan Bowers, Terri Terry, Jim DeMersman, Todd Utikal and Bernie <br /> Billen to the Pleasanton Downtown Business Improvement District 2020 Advisory Board <br />
