Chair Allen asked about the 20-foot area. <br /> Mr. Schafer interjected and clarified that the pad-level of the 7-Eleven will be 333 feet above <br /> sea level and the church parking lot pad level is at 330 feet above sea level, therefore, <br /> 7-Eleven is 3 feet higher. From the 7-Eleven pad, it will slope down to that retaining wall and <br /> from there, it goes into the church parking lot. <br /> Chair Allen confirmed the Commission was comfortable with that. She also confirmed that the <br /> Commission agreed with the 20 feet and requiring plantings that are vigorous and provides a <br /> barrier. Also, she confirmed all Commissioners were in agreement to a 40-foot driveway. <br /> Regarding roofing material, the Commissioners requested it be changed from the proposed <br /> plastic material. <br /> Chair Allen stated her preference was for concrete. <br /> Commissioner Pace agreed he prefers a different material as opposed to plastic. <br /> Chair Allen asked and confirmed that Commissioner Pace liked concrete, but that he and other <br /> Commissioners agreed to leave it up to the Director of Community Development. <br /> Chair Allen again stated her preference for concrete stating the Irby Ranch project has a great <br /> concrete roof which is high quality. <br /> The Commissioners agreed. <br /> Chair Allen asked if there were any other outstanding issues on the site. <br /> Commissioner Brown commended the applicant for changes made to the southern elevation <br /> and putting up the trellises and tying the whole project together. <br /> The Commissioners concurred. <br /> Commissioner Pace moved to recommend approval of Negative Declaration and the <br /> Planned Unit Development (PUD) rezoning and development plan and Conditional Use <br /> Permit (CUP) applications PUD-134/P18-03321P18-0334 to the City Council with <br /> modifications to the conditions to 1) allow a 40-foot driveway on Hopyard Road, 2) plant <br /> rigorous vegetation in the landscaped area located adjacent to the southern property <br /> line between the property line on Hopyard Road and the proposed retaining wall and <br /> wrought fence, 3) construct a five-foot wrought iron fence atop the retaining wall; and <br /> 4) require higher quality concrete roofing material. <br /> Commissioner Balch seconded the motion. <br /> Planning Commission Minutes Page 14 of 16 August 28, 2019 <br />d-level of the 7-Eleven and he was willing to go to a total of <br /> six feet and the church level will be lower from the pad level. <br /> Commissioner Brown clarified that the recommendation is six feet in total including the height <br /> of the retaining wall as measured from the pad level of the 7-Eleven. <br /> All Commissioners concurred. <br /> Planning Commission Minutes Page 13 of 16 August 28, 2019 <br />ling to consider a low wrought iron fence continuance to the <br /> sidewalk or closer to it. <br /> Mr. Hirst replied that staff had indicated they want an open area. <br /> Planning Commission Minutes Page 12 of 16 August 28, 2019 <br /> in regard to the grade changes of the retaining wall on the site and said the <br /> 18-inches will continue to the back or southwest corner and around the other side.
