Downtown Specific Plan Update <br />General Plan Amendments <br />ATTACHMENT 1 <br />1 <br />DRAFT GENERAL PLAN AMENDMENTS <br />Below are proposed amendments to the General Plan necessary as a result of the <br />update the Downtown Specific Plan. Proposed text to be inserted is indicated in <br />underline, and proposed text to be deleted in strikethrough format. <br />Page Proposed Amendment <br />LAND USE ELEMENT <br />2-10 The Downtown Specific Plan adopted in 2002 and updated in 2019 <br />includes goals, objectives and implementation measures that facilitate <br />the changes needed to serve the City’s growing population and <br />employment base while still preserving the essence of Downtown’s <br />small-town character. The 2002 Plan significantly expanded the <br />Downtown area from the previous plan, while the boundary changes to <br />the plan area in the 2019 update are modest. <br />2-12 Downtown Specific Plan. The City adopted the latest Specific Plan for <br />this area on March 5, 2002 [date], the result of an approximately three <br />year effort involving citizens, staff, and consultants.
