Growth Management Agreement <br />The City's Growth Management Ordinance (GMO) regulates the number of residential <br />building permits that can be issued each year to assure a predictable growth rate while <br />providing housing. The GMO currently allows a total of 235 Growth Management Unit <br />Allocations (GMUAs) to be issued per year; to date: 16 allocations have been approved in <br />2019. The subject lot has an existing single-family residence and thus one GMUA allocated <br />to it. The proposal is to add two additional single-family residences. As such, the net <br />increase on the lot is two single-family homes, which is within the total allocation available <br />for 2019. Attachment 2 is the draft resolution for approval of the Growth Management <br />Agreement. <br />PUBLIC NOTICE <br />Notice of this application was sent to surrounding property owners and tenants within a <br />1,000 -foot radius of the site and published in the newspaper. The noticing map is included as <br />Attachment 2d. At the time this report was published, staff has not received any public <br />comments. <br />ENVIRONMENTAL ASSESSMENT <br />This project is exempt from environmental review pursuant to the California Environmental <br />Quality Act Guidelines (CEQA), pursuant to Section 15182, Projects Pursuant to a Specific <br />Plan. <br />CONCLUSION <br />The Planning Commission reviewed the subject proposal and believes the proposed <br />density, development standards, architecture, site design, lot configuration, and landscaping <br />are consistent with the Zoning, Downtown Specific Plan, and General Plan goals and <br />policies including all regulations and design guidelines. The Planning Commission also <br />believes that the architectural style and design of the homes are appropriate for the <br />Downtown Specific Plan Area.
