hazardous materials management. These amendments are provided in Exhibit 3 of
Attachment 1.
The Fire Code amendments referenced above affect several areas of the California Fire
Code. Our local amendments continue and/or address changes in fire sprinkler and
emergency fire alarm requirements in all buildings, as well as supervision and
monitoring in buildings processing hazardous materials. They also provide clear
authority for LPFD to continue to require annual submittals and recertifications of
Hazardous Materials Business Plans.
The remainder of staff's proposed local amendments are administrative in nature, and
not subject to the legislative findings pursuant the California Health and Safety Code
Sections 17958.5 and 17958.7
Conclusion
The adoption of these codes will provide the City with the most up-to-date standards
available under state law. They will also provide greatly enhanced national and regional
consistency, resulting in a more uniform and streamlined set of rules for permit
applicants. The proposed ordinance provides that these changes will be effective
January 1, 2020, the same time that the state-wide codes go into effect. All of these
2019 California Building Code proposed code adoptions and amendments are an effort
to maintain the minimum fire and life safety standards that are currently in place to
construct buildings throughout the City, as well as local amendments to address
additional safety due to specific local conditions.
J // -
Brian Dolan
Acting Director of
Community Development
Attachments:
1.
