Mr. Hernandez clarified that Coordinated Entry has nothing to do with the Abode Rapid
Rehousing program that is presented before the Housing Commission for funding allocation.
Chairperson Soby commented on improvements with Rapid Rehousing and Ms. Garcia noted
that goals for the past year from the project had been achieved by the team.
CityServe of the Tri -Valley, Marielle Evans — provided information about CityServe taking over
the Homeless Street Outreach/Homelessness Prevention program. She noted that 276
homeless individuals have been identified in the Tri -Valley area with 70 of them being in
Pleasanton. Commissioners were advised that CityServe are direct service providers working
with other Tri -Valley providers to create individual action plans to help prevent people from living
on the streets and in their cars. They were advised that the team is working hard to assist
people and get landlords willing to accept vouchers. Work is taking place on homeless
prevention by not only intervening but also preventing homelessness and evictions.
Commissioners were provided information about HIPPA Compliance requirements and
CityServe being able to bring to the attention of local cities more information about homeless
individuals, as well as details about the many homeless who have been Tri -Valley residents for
many years.
Commissioner Gaidos was provided information about the $100,000 CityServe received in
impact funds with a comment that $16,000 of the funds was for motel vouchers quickly being
diminished. Additionally, Commissioner Gaidos was advised that CityServe was requesting
funding in the amount of $100K from Pleasanton, $30K from Livermore, and $25K from Dublin
and hope other funding and private fundraising efforts will provide over $400K.
Commissioner Galvin questioned if the agency would provide reports and homeless census
information on a regular basis for the Commission to review. He was advised that CityServe
would likely be providing such information by year-end and `Invincible Homeless' is something
that CityServe is working towards in order to try and obtain a better accounting of the actual
number of homeless in the Tri -Valley.
Commissioner Kiziloglu asked about the number of homeless with children in Pleasanton. She
was advised that the numbers are not available, but it appears that the homeless are mainly
individual men and women, however, there are a large number who are living paycheck to
paycheck in motels that CityServe is helping. Commissioner Kiziloglu questioned if CityServe
are able to get people into Coordinated Entry. She was advised that CityServee does not do
that but does provide a referral card and provides assistance to help people work through the
process. CityServe also works directly with the 2-1-1 agency and with the Tri -Valley cities and
is supported by faith -based community and individuals.
Community Resources for Independent Living (CRIL) / Housing & Independent Living Services —
Mr. Galvan thanked the City of Pleasanton for the continued support of CRIL and commented on
the independent services they provide for supporting independent living and housing services to
low- and very -low income Pleasanton residents. He provided information about the expanded
travel program.
Habitat for Humanity / Housing Rehabilitation Program — Commissioner Galvin asked about the
use of allocated funds and was advised that there is still a need for repairs and Habitat is trying
to revamp aspects of the program and getting information out about the program. He was
advised there seems to be an issue with low-income and need.
Puge-4-
