CONSENT CALENDAR <br />2. Approval of February 2019 Financial Reports for Ridgeview Commons <br />3. Management Updates for February 2019 for Ridgeview Commons <br />A motion was made by Commissioner Welshseconded by Commissioner Gaidos, to approve <br />the consent calendar items. Public Comment from the audience regarding items not listed on the agenda <br />None <br />PUBLIC HEARINGS AND OTHER MATTERS <br />6. Approval of Federal HOME Funds and Lower Income Housing Funds Related to the <br />Housing and Human Services Grant (HHSG) Program for Fiscal Year 2019/20 <br />Mr. Hernandez provided background information on the Housing and Human Services (HHSG) <br />Program for Fiscal Year 2019/20 and the Zoomgrants program. He advised that HHSG <br />applications for FY 2019/20 were solicitated from December 13, 2018 through January 22, <br />2019, with a total of twenty-seven (27) applications being received by the deadline for a total <br />funding requests being $1,095,937, or $1,119,121 including the Section 108 loan payment for <br />2019/20. To be reviewed by the Housing Commission are the applications proposed to be <br />funded with federal HOME funds and/or City Lower Income Housing Funds (LIHF). <br />Commissioners were informed by Mr. Hernandez that six (6) of the applications received were <br />for housing programs and services for a total requested amount of $431,025 and the <br />Commission is requested to make funding recommendations based on available HOME and <br />LIHF funds. He advised Commissioners that the amount of HOME funds indicated is a <br />projected amount because HUD has not yet provided funding levels, which means funding will <br />be adjusted accordingly once staff has been made aware of the amount made available. <br />Chairperson Soby questioned how the adjustment would be made, since the funding received <br />for the previous year was considerably higher than had been initially projected. Mr. Hernandez <br />advised that the amount funded would be based on the requested amount by the applicant. <br />Commissioner Kiziloglu questioned whether funds could be moved from the LIHF to fund other <br />low-income services. Mr. Hernandez provided information about services related to low-income <br />and funding from CDBG having a 15% Cap. Commissioner Kiziloglu indicated she would prefer <br />that funds to be used for housing and not other services. Mr. Hernandez advised that staff <br />recommends the Commission support applications for affordable housing activities that include <br />other services and not just brick and mortar requests. <br />Chairperson Soby suggested Commissioner Kiziloglu's comments be tabled for discussion at a <br />future meeting. <br />Page - 2 - <br />
