PUBLIC HEARINGS AND OTHER MATTERS <br />City Council Liaison Report <br />Councilmember Julie Testa reported on several items from the July 16 City Council meeting.. <br />• Redesign of the transportation corridor to add additional parking as well as a multi -use <br />bike/pedestrian trail as identified in the Downtown Parks and Trails Master Plan brought <br />forward community concerns about narrow 'pinch points' along the trail which prompted <br />the Council to direct staff to widen the trail allowing for the loss of no more than 10% of <br />the proposed parking spaces. Staff subsequently reported that all parking spaces were <br />kept and the narrow points in the trail were widened to 11 feet. The projected start date <br />is late spring 2020. <br />• Support for the Library Commission's recommendation to eliminate daily late fees for <br />overdue library materials; fees for lost or damaged books will remain. The intent is to <br />foster better recovery of materials. <br />• Update on current State legislation including unfunded housing mandates, removing <br />mitigation and ADU fees to encourage housing production, which would leave the City <br />with less ability to control growth and require fully adequate parking for housing <br />projects. <br />Jamie Yee added there is no additional funding for infrastructure or schools to <br />accommodate the potential growth in housing supply. <br />Discussion Regarding Development of a Coordinated Business Support Program <br />Christina Nystrom Mantha reminded the committee of past discussions on this topic to help <br />frame the discussion. Pamela Ott provided an overview of the Coordinated Business Support <br />Program and then reviewed EVC comments from the previous April and May discussions.. <br />• Local purchasing practices: <br />o Work with local businesses to encourage business -to -business activity <br />Will there be tracking of how much the City is spending with local city <br />businesses? <br />• Support Local Campaign <br />o The support local campaign needs to make residents aware of the benefit and <br />impact of shopping local and how their money is returned to the city and can help <br />to offset flattening sales tax revenues. <br />The support local campaign needs to help foster communications between <br />businesses. It also needs to be specific and differentiated between residents and <br />businesses. <br />• Doing Business with the City <br />Requests for qualifications/bids or other contract solicitations available online, <br />and have all departments reference the business list to encourage application. <br />o A press release announcing RFPs could be another method to share the <br />information. <br />o City work with the Pleasanton Chamber of Commerce and other local business <br />organizations to share RFPs and other opportunities to do business with the City. <br />• P2P Business Portal <br />A shared communication effort will be needed to make the portal successful. <br />o How will the portal be managed after year 1? <br />
