aspects and Commissioner Galvin questioned if people in the program would be required to <br />obtain mortgage insurance. <br />Mr. Dolan addressed concerns raised about giving preference to local people when using City of <br />Pleasanton funds and issues about doing the same when County funds will be involved. He felt <br />this was an issue that Council would consider carefully. Commissioner Gaidos questioned <br />whether the City had faced any challenges regarding this in the past. Mr. Hernandez noted that <br />HUD has indicated this could be a Fair Housing issue that would impact minorities. <br />Commissioner Gaidos indicated that he felt strongly about this matter and felt some prioritization <br />should be included that would help people working for nonprofits, county employees, <br />firefighters, teachers, etc. <br />Mr. Dolan provided information about qualifications required in the current DPA program, and <br />Commissioner Gaidos stated that he did not want people to be able to come forward and take <br />advantage of the program. Mr. Warner noted that people are advised to submit loan <br />applications prior to looking for homes. <br />A motion was made by Commissioner Gaidos, seconded by Commissioner Welsh, <br />recommending changes to the Down Payment Assistance Program that include: increasing the <br />maximum loan amount to $100,000 for eligible households earning no more than 120% AMI <br />with a 6 -month application process and priority being given to people who have been <br />Pleasanton residents for at least five years and are people who are employed as teachers, <br />firefighters, police, etc. or work with the City, County or nonprofit agencies. <br />Chairperson Soby indicated he could not support the motion but supported the criteria that <br />would give priority to Pleasanton residents and workers and would prefer that a point system be <br />put in place. <br />Commissioner Welsh stated that she has problems spending these funds for median income <br />people and commented on the mandate of the Housing Commission. She felt using the funds in <br />this manner could eat away at the LIHF. She asked that the motion be modified to assess that <br />funding for the program would be reviewed annually. Mr. Dolan commented on this. <br />The motion was amended as follows: <br />A motion was made by Commissioner Gaidos, seconded by Commissioner Welsh, <br />recommending changes to the Down Payment Assistance Program that include: increasing the <br />maximum loan amount to $100,000 for eligible households earning no more than 120% AMI <br />with a 6 -month application process, priority being given to people who have been Pleasanton <br />residents for at least five years and are employed as teachers, firefighters, police, etc. or work <br />with the City, County or nonprofit agencies.
