Attachment 2 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING <br />THE MASTER FEE SCHEDULE TO REDUCE TO ZERO ($0) THE TRI -VALLEY <br />TRANSPORTATION DEVELOPMENT FEE FOR ACCESSORY DWELLING UNITS <br />AND SECOND UNITS <br />WHEREAS, the City of Pleasanton is a member of the Tri -Valley Transportation Council <br />(TNTC) Joint Exercise of Powers Agreement (JPA) in which capacity all participating jurisdictions <br />have adopted the Tri -Valley Transportation Development (TVTD) fee for developments located <br />within their respective jurisdictions for which they grant Land Use Entitlement and disperse said <br />fee in the manner provided for in the JPA; and <br />WHEREAS, pursuant to Res. 15-757 Section 5 — TVTD Fee Adjustments, the TNTC has <br />recommended reducing to zero ($0) the TVTD fee for Accessory Dwelling Units (ADUs) and <br />Second Dwelling Units (SDUs) based on the limited new trips created by such uses, and the <br />statewide interest in supporting affordable housing. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. That the reduction of the TVTD fee for accessory dwelling units and second <br />units is exempt from environmental review under the California Environmental Quality Act per <br />Title 14 California Code of Regulations §15061(b)(3). <br />SECTION 2. Amends the Master Fee Schedule to: <br />Amend to Section XI. Development Impact Fees, Subsection D. Tri -Valley Transportation <br />Development Fee, to reduce to zero ($0) the fee for an Accessory Dwelling Unit and a Second <br />Unit (In-law, Au pair, etc.). <br />SECTION 3.
