CITY OF PLEASANTON <br />CITY COUNCIL SPECIAL AND REGULAR <br />MEETING MINUTES <br />August 20, 2019 <br />Mayor Thorne called the regular meeting of the City Council to order at the hour of 7:00 p.m. <br />Councilmember Testa led the Pledge of Allegiance and provided opening remarks. <br />ROLL CALL <br />Present: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br />Absent: None <br />AGENDA AMENDMENTS <br />City Manager noted a minor correction to the Minutes of July 16, 2019. <br />CONSENT CALENDAR <br />City Council <br />Mayor Thorne advised that Items 1 and 2 relate to the employment contracts for City Attorney Daniel <br />Sodergren and City Manager Nelson Fialho. California law requires the Council to provide an oral <br />summary of any compensation changes before those changes are adopted. For Mr. Sodergren, the <br />proposed change is a salary increase of eight percent. Since his last evaluation was in 2017, this is <br />effectively four percent for 2018 and four percent for 2019. For Nelson Fialho, the proposed change is a <br />salary increase of twelve percent. Since his last evaluation was in 2017, this is effectively six percent <br />for 2018 and six percent for 2019. Neither the City Attorney nor the City Manager are proposed to <br />receive any other new benefits or compensation. <br />Councilmember Testa requested that Items 1 and 2 be moved the regular agenda. <br />Concerning Item 5, Councilmember Brown advised her appeal of a Planning Commission decision <br />approving a CUP for P19-0140, Michael Hill/Limitless Axe Lounge. <br />1. Pulled from Consent Calendar and moved to the Regular Agenda —Approve second <br />amendment to employment contract of City Attorney Daniel G. Sodergren to provide an eight <br />percent salary adjustment <br />2. Pulled from Consent Calendar and moved to the Regular Agenda —Approve fifth <br />amendment to employment contract of City Manager Nelson Fialho to provide a twelve percent <br />salary adjustment <br />City Manager <br />3. Approved minutes of July 16 and 29 (as corrected), 2019 <br />4. Public Hearing: Adopted and waived full reading of Resolution No. 19-1105 establishing a <br />pilot program to increase the number of pickups allowed per week for commercial and multi- <br />family garbage service and approving rates for the pilot program <br />Community Development <br />5. Actions of the Zoning Administrator and Planning Commission <br />
