Mr. Hill responded that there will always be a staff member present and they are cautious as to
how much alcohol people consume. Regarding axe throwing, lanes are enclosed so there can
never be an accident.
Commissioner Brown inquired about Figure 2 in the agenda report showing the lanes for
axe-throwing and asked if this was correct.
Mr. Hill clarified the photo is preliminary and he explained how the lanes will actually be
configured.
Chair Allen asked and confirmed with Mr. Hill that one lane will have two individual caged
areas in addition to the entire lane being caged. She then inquired about metering alcohol
consumption as is done in other locations on the east coast and asked if this was considered.
Mr. Hill confirmed they are exploring options, stating there are ways to meter the purchase and
consumption of alcohol, whether it is through a Point of Sale (POS) system or a wrist band to
track the amount of drinks ordered per lane or group.
Chair Allen inquired about the designated walk-in hours as mentioned in the agenda report
versus reserved hours.
Mr. Hill responded they are not sure, stating the market will dictate these hours.
Chair Allen asked for clarification regarding whether the coaches will be designated to a
particular lane and will stay present the entire duration of play.
Mr. Hill responded most places do not have a dedicated coach, but they will do this as much
as possible, especially when kids or larger corporate groups are involved. One coach can
easily watch two separate lanes if there are only two to four players per lane, but no matter
what, there will always be a dedicated employee to teach the proper techniques, monitor
alcohol consumption, watch and steward the game, and give advice.
Anne Stark, owner of Tri-Valley Upholstery in the shopping center of the proposed project,
expressed her concerns surrounding the project and the safety surrounding such a
recreational use. She also expressed concern surrounding parking in the area due to the other
businesses and said sometimes she must park by the auto parts store because she cannot
park in front of her business. Her customers often need parking to deliver and pick up furniture.
She mentioned the dry-cleaning business has constant customers coming and going, the
Volkswagen repair shop that has sometimes four cars parked in front and the business is not
as simple.
She was also concerned that the park across the street is filled with families and there will be
more alcohol on the streets. She voiced opposition to the alcohol and this business proposition
and said pictures online displayed a person's face on a target which is a sign of aggression.
She said people are being killed through violence on a daily basis and the thought of equating
axe throwing to bowling is not appropriate in her opinion.
Planning Commission Minutes Page 5 of 9 August 14, 2019
xt to in other
locations does extremely well.
Commissioner O'Connor inquired how to control alcohol consumption, either before or during
the activity session, and questioned axe throwing activities while consuming alcohol.
Planning Commission Minutes Page 4 of 9 August 14, 2019
