shall be reviewed and approved by the Director of Community Development prior to building <br /> permit issuance. <br /> 12. BUILDING SURVEY: The applicant shall submit a building survey and/or record of survey and a <br /> site development plan in accordance with the provisions of Chapter 18.68 of the PMC. These <br /> plans shall be approved by the Chief Building Official prior to building permit issuance. The site <br /> development plan shall include all required information to design and construct site, grading, <br /> paving, drainage, and utilities. <br /> 13. PAD AND SETBACK CERTIFICATION: The applicant shall submit a pad elevation certification <br /> prepared by a California licensed land surveyor or registered civil engineer to the Chief Building <br /> Official and Director of Community Development certifying the pad elevations and building <br /> locations (setbacks) are conforming to the approved plans, prior to receiving a foundation <br /> inspection for the structures. <br /> 14. BUILDING HEIGHT CERTIFICATION: The applicant shall submit a building height certification <br /> prepared by a California licensed land surveyor or civil engineer to the Director of Community <br /> Development before the first framing or structural inspection by the Building and Safety Division. <br /> The height of the structures shall be surveyed and verified as being in conformance to the <br /> approved building heights as shown on Exhibit B or as otherwise conditioned. <br /> 15. FINAL INSPECTION: Final inspection by the Planning Division is required prior to occupancy. <br /> 16. FIREPLACES AND FIRE PITS: Fireplaces and fire pits shall be gas fireplaces, pellet fueled wood <br /> heaters, or EPA certified wood-burning appliances. The fireplace types shall be indicated on the <br /> plan and/or specification sheet(s) submitted to for issuance of building permits. (PROJECT <br /> SPECIFIC CONDITION) <br /> Biological Mitigation Measures <br /> 17. The final determination of the jurisdictional status over the intermittent and ephemeral <br /> watercourses of the Yee property will be made by the United States Army Corps of Engineers <br /> (USACE), the Regional Water Quality Control Board (RWQCB), and the California Department of <br /> Fish and Wildlife (CDFW) in conjunction with their permitting processes before submittal of the <br /> tentative parcel map. Any impacts to a jurisdictional intermittent and/or ephemeral watercourse <br /> will require a Section 1602 Streambed Alteration permit. (PROJECT SPECIFIC CONDITION) <br /> 18. ALAMEDA WHIPSNAKE: To protect Alameda Whipsnakes from construction impacts, the <br /> applicant shall retain a qualified biologist at least 15 days before the onset of any construction, <br /> such as the entrance re-alignment, driveway installation, and building envelopes, to install a silt <br /> fence around these construction areas as well as along the entire upslope edge of all grading <br /> areas. The fence shall remain in place throughout the project grading and construction phases <br /> and may only be removed at the discretion of the biologist. The design and location of the silt <br /> fence shall be shown on all construction drawings including improvement plans, grading plans, <br /> site plans, and landscape plans to the satisfaction of the Planning Division prior to the issuance of <br /> a grading construction permit. Failure to maintain the silt fence shall result in the immediate <br /> issuance of a stop work order and cessation of activity. (PROJECT SPECIFIC CONDITION) <br /> 19. NESTING BIRDS: The applicant shall retain a qualified biologist to conduct a pre-construction <br /> survey at least 15 days before the onset of construction to verify the presence of any endangered <br /> and/or threatened CDFW and USFWS bird species including burrowing owls, raptors, and <br /> migratory species, if project-construction is scheduled to occur during the nesting season as <br /> defined by the CDFW.
