The proposed building forms will help reduce the perceived mass and scale <br /> of the residence when viewed off-site. As such, the Planning Commission finds the <br /> proposed development has an appropriate scale when viewed on and off the site and <br /> will maintain the preservation of views enjoyed by the community. <br /> In accordance with the approved Design Guidelines, the Planning Commission further <br /> finds the proposed residence is a well-designed contemporary residence with <br /> characteristics of the selected architectural style expressed on all sides and consistent <br /> throughout the design, incorporates quality building materials, has a consistent scale <br /> and massing throughout the design, and a texture and color palette that is compatible <br /> with other similarly designed contemporary residences that exist to the west and south. <br /> The proposed residence demonstrates materials that will provide a pleasing and <br /> harmonious exterior appearance such as smooth cement plaster, marble veneer and <br /> Hardiplank horizontal siding in conjunction with material transition points and <br /> horizontal/vertical wall plane articulation that will provide sufficient architectural <br /> detailing. The proposed color palette is appropriate and are comprised generally of <br /> earth tone colors rather than bright/vivid and/or stark white colors. Lighting will be <br /> shielded and down-directed to avoid offsite light and glare. <br /> The Planning Commission concludes that all of the required Design Criteria can be <br /> made to approve the subject application. <br /> Section 2: The Planning Commission hereby approves the application for Design <br /> Review, P19-0059 as reflected in the plans dated July 15, 2019, to construct a new <br /> approximately 7,432-square-foot single-family residence with an approximately <br /> 1603-square-foot garage on a vacant lot located at 4108 Foothill Road, subject to the <br /> Conditions of Approval in Attachment 1, attached hereto and incorporated into this <br /> resolution by reference. <br />on Fire Department Premises Identification Standards. <br /> This may warrant field verification and adjustments based upon topography, landscaping or other <br /> obstructions. <br /> P19-0092 Planning Commission <br /> Page 7 of 9 <br />age 4 of 9 <br />
