BACKGROUND <br />Annually the Human Services Commission develops a Statement of Priorities and establishes <br />Evaluation Criteria for the Housing and Human Services Grant Program (HHSG). <br />Within the HHSG Application, agencies are asked to identify how their proposal -addresses at <br />least one of the priority needs and one of the service delivery areas of need identified in the <br />needs assessment and strategic plan. This enhancement has assisted the commission in <br />ensuring consistency of reviewing applications throughout the process. <br />The priority statements used for recent years have been broad enough to accommodate the <br />wide range of applications. that have been funded through the HHSG program, while also <br />targeting funds for specific service areas. This has allowed activities which address <br />emerging service needs to be funded in addition to the more "traditional" safety net services. <br />The Evaluation Criteria for review of the HHSG applications is also reviewed and updated <br />annually by the commission, in preparation for the next grant cycle. Evaluation criteria <br />(attachment 2) address: needs, benefits, organization, funding, alternative funding sources, <br />need for City funding, consistency. with housing and community development policies, and <br />Human Services Commission priorities. <br />DISCUSSION <br />The. commission's updated Statement of Priorities for FY 2020/2021 will be included in the <br />application packet materials that will be publicized when the application cycle for the FY <br />2020/2021 grant year begins. The Evaluation Criteria will provide direction to the commission <br />as they individually review the grant applications. Grant application workshops are scheduled <br />in early to mid-December and have historically been hosted by the Cities of Livermore and <br />Pleasanton. To assist grantees, the commission needs to approve a Fiscal Year 2020/2021 <br />Statement of Priorities, prior to the December 2019 ZoomGrants application release date. <br />ALTERNATIVE ACTION <br />The commission can discuss the draft Statement of Priorities (Attachment 1) and the draft <br />Evaluation Criteria (Attachment 2) and make amendments as deemed necessary based_ on <br />recent developments or any new or changes. <br />Submitted by: <br />Gk?V <br />r <br />Jay Ingram <br />Recreation Manager. <br />Attachments: <br />1.
