Urgency Ordinance <br /> On July 17, 2018, the City Council adopted an urgency ordinance which prohibited the <br /> issuance of specified approvals and permits for new or expanding massage <br /> establishments in the Downtown Specific Plan Area ("Urgency Ordinance"). (Ordinance <br /> No. 2182.) The Urgency Ordinance was adopted to allow the Downtown Specific Plan <br /> Task Force, the Planning Commission, and the City Council determine: (1) to what <br /> extent massage uses are compatible with other uses in the Downtown Specific Plan <br /> area; (2) to the extent such uses are allowed, in which areas of the Downtown Specific <br /> Plan area should they be allowed to locate; and (3) whether such uses should be <br /> subject to a conditional use permit pursuant to the authority provided under the <br /> Massage Therapy Act. On August 21, 2018, the Urgency Ordinance was amended and <br /> extended for a period of 22 months and 15 days. (Ordinance No. 2183.) <br /> On August 20, 2019, the City Council adopted the Downtown Specific Plan Update. As <br /> part of that adoption, the City Council supported staff's and the Downtown Specific Plan <br /> Task Force' s recommendation to strengthen citywide permitting requirements for <br /> massage establishments and technicians, rather than including Downtown - specific <br /> land use policies in the Downtown Specific Plan. Based on that action, and the <br /> proposed amendments to Chapter 6.24 (Massage) of the Pleasanton Municipal Code, <br /> the Urgency Ordinance is no longer necessary.
