BACKGROUND <br /> The Dolores Bengston Aquatic Center (DBAC) is located at 4455 Black Avenue. The <br /> DBAC locker rooms were built in 1996/97. The approximately 2,600 combined square <br /> feet that make up the men's and women's locker rooms are within a slab-on-grade, <br /> masonry walled building. The interior of the building is standard wood and drywall <br /> construction, with the exception of the communal shower areas which are also masonry <br /> block walls. The interior finishes of the facility were showing their age and very difficult <br /> to maintain and keep clean. The original lockers were small and did not meet current <br /> demands; the communal shower area water fixtures and drain system required a <br /> considerable amount of maintenance; the lighting in both locker rooms was not bright <br /> enough for current standards; there were water ponding issues in each locker room and <br /> in the foyer immediately outside the locker rooms; and the fencing/gates around the 50- <br /> meter pool area facility did not meet current code requirements. <br /> On May 2, 2017, City Council approved a Design Professional Services Agreement to <br /> Arch-Pac, Inc. to provide architectural design and construction support services for the <br /> DBAC Locker Room Renovation Project. Based on the design, this project provides <br /> private, compartmental showers with ADA shower stalls for both the men's and <br /> women's locker rooms. The project also upgraded and elevated the feel of the entire <br /> facility with the replacement of the counters with integral sinks, new restroom partitions, <br /> lockers and tiled walls. The project also replaced the concrete floors for the new <br /> structure to address the water ponding issues. Lighting for each locker room was <br /> replaced and a new HVAC system was installed. This project also addressed the <br /> perimeter gate/access by replacing fencing with a tighter mesh chain-link fence that <br /> does not allow toeholds for climbing. <br /> The number of showers required was determined by the Alameda County Health <br /> Services Department and is based upon the square footage of the pool area. Replacing <br /> the communal-style showers in the locker rooms with private compartmentalized <br /> showers decreased the number of shower heads possible inside each locker room. <br /> Therefore, two banks of outdoor "on-deck" showers were constructed to meet the code- <br /> required number of showers for the facility (six standard and one ADA-compliant shower <br /> adjacent to the 50-meter pool; five standard and one ADA-compliant shower adjacent to <br /> the 25-yard lap pool). The exterior showers are seen as an improvement by patrons of <br /> the facility as well as the aquatic center staff. <br /> On June 5, 2018, City Council awarded a construction contract to the low bidder Saboo, <br /> Inc. in the amount of $1 ,990,000, approved the total project budget of $2,304,000 which <br /> included a five percent contingency of$99,985, and allocated the funds from various <br /> sources necessary to fully fund the total budget. <br /> On February 5, 2019, City Council allocated an additional $112,500 from the Capital <br /> Improvement Program (CIP) General Fund Reserve to increase the project contingency <br /> to $212,485 (approximately 10.7 percent of the original construction contract). The <br /> increase was necessary to cover additional work and address unforeseen conditions <br /> associated with necessary fire alarm updates, complications with existing conduit <br /> encountered in the floor removal, and updates to the lighting and ceiling to discourage <br /> Page 2 of 4 <br />
