5 <br /> THE CITY OF <br /> Mr' "' 21 <br /> =1 "'" CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONJ <br /> September 3, 2019 <br /> Community Development <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH <br /> FIRSTCARBON SOLUTIONS NOT TO EXCEED $93,275 FOR THE <br /> PREPARATION OF ENVIRONMENTAL ANALYSIS FOR THE <br /> STONERIDGE MALL HOUSING PROJECT (PUD-136) <br /> SUMMARY <br /> Staff is requesting approval of a Professional Services Agreement with FirstCarbon <br /> Solutions (FCS) to provide environmental review services for the proposed Stoneridge <br /> Mall Housing project (PUD-136) generally located in the southeast portion of the mall <br /> property, 1008 Stoneridge Mall Road. The Stoneridge Mall project site is one of the <br /> original sites that were rezoned for high density housing in conjunction with the adoption <br /> of the 2012 Housing Element. Similar to other Housing Element sites that have been <br /> developed since 2012, the environmental review is proposed to be an addendum to the <br /> Housing Element and Climate Action Plan General Plan Amendment and Rezoning <br /> Final Supplemental Environmental Impact Report (SEIR), which analyzed all of the <br /> Housing Element-related re-zonings. The Professional Services Agreement will be in an <br /> amount not to exceed $93,275 which includes a 10 percent contingency for general <br /> environmental work and a 20 percent contingency on the traffic study, to be funded <br /> entirely by the applicant, Simon Property Group. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute a Professional Services Agreement <br /> with FirstCarbon Solutions for services related to the preparation of an addendum to the <br /> Supplemental EIR for the proposed Stoneridge Mall Housing project not to exceed <br /> $93,275. <br /> FINANCIAL STATEMENT <br /> The cost of the Agreement would be paid by the project applicant, Simon Property <br /> Group. Planning Division management and oversight of the environmental review will be <br /> conducted by staff and is part of the Community Development Department budget. <br />
