DISCUSSION <br /> The City of Pleasanton recently updated the Bicycle and Pedestrian Master Plan to <br /> include provisions to create an all ages and abilities design network. The Plan provides <br /> a guide to the City for achieving a comprehensive system of bicycle, pedestrian and trail <br /> facilities that will result in a safe, continuous and convenient circulation system for all <br /> users and abilities. The Plan identifies the West Las Positas Boulevard corridor between <br /> Foothill Road and Santa Rita Road (approximately 3.4 miles in length) as the highest <br /> priority project. <br /> On August 21, 2018, the City Manager authorized the Professional Services Agreement <br /> with Toole Design Group (TDG) for services related to the preparation of two conceptual <br /> design plans for bicycle and pedestrian improvements along the West Las Positas <br /> corridor. The agreement was for an amount not to exceed $92,544. <br /> During the course of project review, the need arose for additional conceptual design <br /> scenarios. These concepts include lower cost alternatives using bollards and pavement <br /> striping, versus higher cost concept alternatives using curbs and landscape barriers. <br /> Alternatives using hybrids of these design features were also added. In addition, an <br /> alternative that will include an elevated two-way separated bikeway between Hopyard <br /> Road and Fairlands Drive is also proposed to be evaluated. <br /> A complete list of all the proposed concepts to be evaluated is as follows: <br /> 1. Alternative 1.A — One-way Separated Bikeways (Lower-cost) <br /> 2. Alternative 1.B — One-way Separated Bikeways (Higher-cost) <br /> 3. Alternative 2.A —Two-way Separated Bikeways (Lower-cost) <br /> 4. Alternative 2.B —Two-way Separated Bikeways (Higher-cost) <br /> 5. Alternative 3.A - Hybrid Concept with One-way and Two-way Separated <br /> Bikeways (Lower-cost) <br /> 6. Alternative 3.B - Hybrid Concept with One-way and Two-way Separated <br /> Bikeways (Higher-cost) <br /> 7. Alternative 4 — Elevated Two-way Separated Bikeway with Landscaping (Higher- <br /> cost) <br /> Once the preferred design alternative is selected, a 35 percent design will be prepared <br /> for the project. With the additional work, TDG provided a revised cost estimate and <br /> timeline. The revised scope and budget amendment from TDG is included as Exhibit 1 <br /> to the attached First Amendment. The revised cost estimate increases the original cost <br /> estimate to a new not to exceed amount of $241,544. <br /> Page 2 of 3 <br />
