Councilmember Pentin thanked City staff for their dedication and making sure that other cities know that Pleasanton is supporting them in their legislative efforts. Councilmember Brown also thanked City staff for their hard work. Councilmember Narum noted the Tri-Valley Transportation Commission voted to reduce ADU fees to zero and to have it in place by September 30 to support the creation of more ADUs. She also thanked the staff for their hard work. In response to Councilmember Testa's inquiry, Mr. Fialho noted the City is challenged with nuance positions and City Council needs to provide the direction to staff. He advised that a policy can be created to bring that responsibility to the Mayor which also has its challenges. He recommends that the Mayor write a letter on his own behalf to get a position letter to Sacramento quickly while the process continues by staff for the formal City position letter. He also noted a special meeting of the City Council can be called to address a bill quickly. MOTION: It was m/s by Pentin/Narum to approve staff recommendation to amend positions on AB 1483 (Grayson) and SB 330 (Skinner) from "Oppose unless amended" to "Oppose' and amend position on AB 723 (Wicks) from "Oppose unless amended" to no position and establish the City's position on additional housing and non-housing bills as presented in agenda report. Adopt a resolution amending the Master Fee Schedule for Library fees to reflect a new materials recovery model Director of Library and Recreation Heidi Murphy presented a PowerPoint presentation regarding the Library Materials and Recovery Policy proposal. She noted that according to a national study it was determined that fines and fees create barriers to information for low-income families. Additionally, the value and impact of library fines do not create a clear benefit in administering the policies. She noted the new model would open access, turn negative interactions into positive interactions, and encourage residents to return materials to the library. Ms. Murphy advised the program would create automatic renewals for customers. She reported that any items not returned within 60 days after the final due date would initiate a block on the account. Additionally, if the item is returned, the block is lifted and the fine reversed. Ms. Murphy advised that eliminating Library Fees is a national trend and would cost the library $40,000 in annual revenue. In response to Councilmember Testa's inquiry, Ms. Murphy advised the fine on picture books is $.25 per day. In response to Councilmember Brown's inquiry, Ms. Murphy advised that replacement costs for adult hardback fiction are approximately $26.50. Additionally, she noted that Pleasanton did investigate the "Work off your fines" plan would create more work for staff. Councilmember Brown expressed concern for the loss of revenue. Ms. Murphy advised the funding has already been adjusted. She also noted the goal of the program is to create positive relationships with staff and customers.
