report will be forwarded to the Commission. As discussed above, the Church in Pleasanton
had previously provided comments as a result of the work session public hearing notice.
ENVIRONMENTAL ASSESSMENT
A draft Initial Study/Negative Declaration (IS/ND) (Exhibit D) has been prepared for the
proposed project. The draft IS/ND is in circulation for public comments between
August 5, 2019 and August 26, 2019. To date, staff has not received any comments on the
draft IS/ND. Based on the draft IS, staff believes that the project would not have any significant
environmental impacts. Staff, therefore, believes that the Initial Study/Negative Declaration can
be issued in conformance with the California Environmental Quality Act (CEQA). If the
Planning Commission concurs with this environmental assessment, it must make the finding
that the IS/ND adequately evaluates the potential environmental impacts of the project prior to
taking action on the project.
CONCLUSION
As proposed by the applicant and conditioned by staff, staff believes that the uses will be
compatible with the surrounding businesses and will not detrimentally affect the surrounding
uses or properties. Conditions of approval have been included which will ensure that the safety
and general welfare of the surrounding area, and the City in general, is maintained.
Staff believes that the project's building and site design, as proposed and conditioned, is
appropriate for the surrounding area, conforms to the purposes of the PUD Ordinance, and
merit a favorable recommendation by the Commission.
Staff Planner: Jenny Soo, 925.931.5615/jsoocityofpleasantonca.gov
Reviewed/Approved By:
Steve Otto, Senior Planner
Ellen Clark, Planning Manager
Julie Harryman, Assistant City Attorney
Brian Dolan, Acting Community Development Director/Assistant City Manager
PUD-134/P18-0332/P18-0334 Planning Commission
Page 24 of 24
d incrementally increase traffic,
noise, and activity at the site.
No changes to the operation of the Some of the existing trees would be
convenience store and fuel station. removed to accommodate the project.
New buildings and landscaping would
enhance the visual quality of the site and
streetscape.
Elimination of the drive aisle between 7-
Eleven and the church property to the south
addresses the church's concerns with the
current operation of 7-Eleven.
PUBLIC NOTICE
Notices for this hearing were sent to surrounding property owners and tenants within a
1,000-foot radius of the site. Staff has provided the location and noticing maps as Exhibit H for
reference. The public notice was also published in The Valley Times.
