PC-2019-20 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> PLEASANTON RECOMMENDING THE CITY COUNCIL APPROVE THE <br /> APPLICATION FOR PLANNED UNIT DEVELOPMENT (PUD) DEVELOPMENT PLAN <br /> TO DEMOLISH AN EXISTING HOME AND CONSTRUCT THREE NEW DETACHED <br /> SINGLE-FAMILY HOMES AND RELATED IMPROVEMENTS LOCATED AT <br /> 3987 STANLEY BOULEVARD, AS FILED UNDER CASE NO. PUD-133 <br /> WHEREAS, on October 2, 2018 Saravana Chilla ("Applicant") applied for a PUD <br /> development plan approval under Case No. PUD-133 to demolish an existing home and <br /> construct three new detached single-family homes and related improvements ("Project) <br /> located at 3987 Stanley Boulevard ("Property); and <br /> WHEREAS, the Property is designated High Density Residential in the General <br /> Plan; and <br /> WHEREAS, the Property is Zoned Planned Unit Development-High Density <br /> Residential (PUD-HDR) District; and <br /> WHEREAS, the Property is located in the Downtown Specific Plan area with a <br /> land use designation of High Density Residential; and <br /> WHEREAS, after a June 12, 2019, workshop, on August 28, 2019, the Planning <br /> Commission, following notification to the public in the prescribed manner, conducted a <br /> public hearing and considered relevant exhibits, recommendations of the City staff <br /> concerning this application, and received testimony from the applicant and interested <br /> parties; and <br /> WHEREAS, the Planning Commission considered the written agenda report, <br /> public testimony, related project materials, and staff recommendations; and <br /> WHEREAS, the proposed project is categorically exempt from the requirements <br /> of the California Environmental Quality Act (CEQA) pursuant to 15182, Projects <br /> Pursuant to a Specific Plan. <br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City <br /> of Pleasanton, based on the entire record of proceedings, including the oral and written <br /> staff reports and all public comment and testimony: <br /> Section 1: Findings for PUD-133 <br /> With respect to the Planned Unit Development application, PUD-133, the Planning <br /> Commission makes the following findings and determinations with respect to each of <br /> the considerations for approval of a PUD Development Plan as required by Section <br /> 18.68.110 of the Pleasanton Municipal Code (PMC): <br /> be added to an <br /> property zoned for a residential use. established neighborhood. <br /> Furthers the implementation of the The project would incrementally increase traffic, <br /> Downtown Specific Plan. noise, activity, and parking demand on Stanley <br /> Boulevard. <br /> Enhanced landscaping along the project Existing trees would be removed to <br /> frontage and rear and side yards would accommodate the development. <br /> soften the appearance and reduce visual <br /> impacts of the new homes. <br /> PUD-133, 3987 Stanley Boulevard Planning Commission <br /> 11 of 12 <br />turday construction allowed if nearby residents are unlikely to be impacted by <br /> construction noise or activities.
