PUBLIC HEARINGS AND OTHER MATTERS <br />21. Receive an update on State Legislation and review and consider City positions on additional <br />housing related bills and non -housing related bills <br />Assistant to the City Manager Becky Hopkins provided an overview of AB 1483 (Grayson), SB <br />330 (Skinner), and AB 723 (Wicks) and recommended the City Council change their position from <br />"Oppose unless amended" to "Oppose". <br />Ms. Hopkins provided an overview of the City Legislative Advocacy Process and reported the key <br />relationship the City is invested in is with the Tri -Valley Cities which include Dublin, Livermore, <br />San Ramon, and Danville. The Mayors of each city work together to develop a consensus and <br />advocate legislators on behalf of the region. Another key relationship is with Townsend Public <br />Affairs (TPA) who represented the Tri -Valley Cities for two years and, as of July 1, representing <br />the Pleasanton; Townsend staff has been invaluable in helping the Cities in being quick to <br />respond to the fast pace of the legislative process. She noted the positive relationships with <br />Assemblymember Rebecca Bauer -Kahan with Senator Steve Glazer. <br />Ms. Hopkins reported that City staff has been working hard to affect and influence advocacy <br />efforts including leading the Tri -Valley Cities working group to develop the Housing and Policy <br />Framework. Additionally, the City provided substantive amendments to Senator Weiner's SB50 <br />bill. <br />Director of Community Development Gerry Beaudin provided additional information regarding Key <br />Housing Legislation and changes that are recommended to City Council which including AB 723 <br />(Wicks) position change from "Oppose unless amended" to "Remove position", AB 1483 <br />(Grayson) position change from "Oppose unless amended" to "Oppose" and SB 330 (Skinner)" <br />Oppose unless amended" to "Oppose." <br />Mr. Beaudin advised that AB 1485 (Wicks), AB 1487 (Chiu), SB 6 (Beall) have no recommended <br />position change. Additionally, AB1244 (Fong), AB 1279 (Bloom), AB 1568 (McCarty), SB 4 <br />(McGuire), SB 15 (Portantino) and SB 50 (Weiner) all have no recommended position change and <br />have become two-year bills. <br />Mr. Beaudin introduced housing -related bills SB 5 (Beall), SB 13 (Wieckowski) and AB 68 (Ting) <br />to City Council. He advised that SB 5 (Beall) is related to investment in infrastructure and <br />affordable housing and the recommended position is "Oppose unless amended" but may need to <br />be shifted to support. He reported that the recommended position for SB 13 (Wieckowski) is <br />"Support if amended" although there is some concern regarding the owner -occupancy <br />requirement. Last, he advised that AB 69 (Ting), has two areas of concern. This includes some of <br />the development standards that would be waived and the inability to impose requirements on <br />minimum lot size. He also noted that SB 592 (Weiner), the Housing Accountability Act, is a bill <br />that the City will want to track. <br />In response to Councilmember Narum's inquiry, Mr. Beaudin advised that the change in position <br />from "Oppose unless amended" to "oppose" for AB 1483 (Grayson) and SB 330 (Skinner) was <br />due to work that had been completed with the Tri -Valley Cities which suggested that the work <br />would be burdensome for City staff. He also advised that SB 330 had not changed enough to be <br />supportable from a Pleasanton perspective. <br />In response to Councilmember Pentin's inquiry, Mr. Beaudin advised that regarding SB 5 (Beall), <br />the position will shift to "support" now that some clarifications have come to light. City Manager <br />Fialho clarified the funding source was that which was lost in the early 1990s when shifted to the <br />State's General Fund and would now shift back to be invested in Affordable Housing. <br />City Council Minutes Page 4 of 7 July 16. 2019 <br />
