LD-P.15., and LD-P.16, on Page 47, and Items 28-30 in the table enclosed as <br /> Exhibit B to Attachment 2). <br /> - Streetscape Concepts: The plan includes streetscape upgrades including: <br /> - Main Street: Modest enhancements including additional sidewalk <br /> furniture, paving enhancements, and, in the longer term, a phased effort to <br /> re-locate trees into the parking zone in bulb-outs, while minimizing loss of <br /> parking spaces (this was the "medium-degree change" option). <br /> - Peters Avenue: Substantial changes including a dedicated cycle track, <br /> narrowed vehicle lanes, street trees and new pavement treatments (this <br /> was the "high-degree change" option). <br /> - First Street: Includes adding street furnishings, additional lighting, <br /> preserves the roadway for vehicular use, and improves the Transportation <br /> Corridor to provide a bicycle and pedestrian route (this was the "medium- <br /> degree change" option). <br /> - Division Street: Substantial changes include new pavement treatment, <br /> trees, street furnishings, lighting, and outdoor dining. The changes <br /> prioritize pedestrian use and allows Division Street to be closed to <br /> vehicular traffic for special events/specific times but ensures vehicular <br /> access for emergency, maintenance, and loading/delivery (this was the <br /> "medium-degree change" option). <br /> (See Land Use and Design Chapter, Pages 32-41) <br /> In an effort to clearly illustrate concepts in the Specific Plan, staff anticipates adding <br /> several drawings to provide clarity. These are likely to include depictions that clarify <br /> concepts and terminology used in the plan, such as how height is measured, or the <br /> concept that doors and windows stimulate comings/goings, as related to active ground <br /> floor uses. <br /> Additional Approvals <br /> Adoption of the DSP would result in the modification of other documents related to <br /> downtown, and additional approvals: <br /> - Amendments to Land Use Designations: During its review of the DSP, the Task <br /> Force considered various map revisions to reconcile discrepancies between the <br /> General Plan Land Use Diagram, Downtown Specific Plan Land Use Diagram, <br /> and Zoning Map. These discrepancies were sorted into two lists, including those <br /> shown on DSP "Map A" that are proposed to be addressed through map <br /> revisions at the time of the adoption of the draft specific plan; and "Map B" which <br /> would be subject to consideration after adoption of the plan, with additional <br /> outreach to property owners and other interested parties. Since a subset of Map <br /> A properties require zoning map revisions (alone or together with General Plan or <br /> Specific Plan land use diagram amendments), and these amendments would be <br /> subject to a separate action by the City Council, staff has used Map A to develop <br /> a refined map, showing only these properties, keyed to a list/table indicating <br /> existing and proposed zoning designations.
