The City will be drafting a <br /> Request for Proposals (RFP), to hire a consultant to help draft these standards as well <br /> as prepare a scope for future public outreach and review. The Professional Services <br /> Agreement for the consultant as well as the final objective design standards would be <br /> required to be reviewed and approved by the City Council prior to hiring the consultant <br /> and adoption of the standards. This PPA is consistent with the City Council Work Plan <br /> priority list of conducting comprehensive housing legislative review & policy and <br /> regulation update (including SB 35 readiness). <br /> Permit Software and Technology Upgrades. The second component of the proposed <br /> application is a program to modernize and streamline the City's existing permitting <br /> processes; specifically, implementing technology and permitting software upgrades that <br /> will expand and allow for additional capabilities within the Accela permit system that has <br /> been in use since approximately 2011. The updates will allow for a broader range of <br /> permit applications to be submitted and reviewed electronically, and make the system <br /> more user friendly for the public and staff. These new technologies will accelerate the <br /> housing development permitting process by streamlining the application submittal <br /> processes and reducing plan review turnaround times.
