with existing neighborhoods and environments within the city. The City will be drafting a
Request for Proposals (RFP), to hire a consultant to help draft these standards as well
as prepare a scope for future public outreach and review. The Professional Services
Agreement for the consultant as well as the final objective design standards would be
required to be reviewed and approved by the City Council prior to hiring the consultant
and adoption of the standards. This PPA is consistent with the City Council Work Plan
priority list of conducting comprehensive housing legislative review & policy and
regulation update (including SB 35 readiness).
Permit Software and Technology Upgrades. The second component of the proposed
application is a program to modernize and streamline the City's existing permitting
processes; specifically, implementing technology and permitting software upgrades that
will expand and allow for additional capabilities within the Accela permit system that has
been in use since approximately 2011. The updates will allow for a broader range of
permit applications to be submitted and reviewed electronically, and make the system
more user friendly for the public and staff. These new technologies will accelerate the
housing development permitting process by streamlining the application submittal
processes and reducing plan review turnaround times. Several of the planned
improvements have been identified in the Community Development Department's 5
year Strategic Plan, aimed at improving departmental efficiency and effectiveness, but
have not been implemented due to lack of funding.
Submitted by: Fiscal Review: Approved by:
4/rAk--
rian Dolan Tina Olson Nelson Fialho
Acting Director of Director of Finance City Manager
Community Development
Attachments:
1.
