PUBLIC HEARINGS AND OTHER MATTERS City Council Liaison Report Councilmember Julie Testa reported on several items from the July 16 City Council meeting: • Redesign of the transportation corridor to add additional parking as well as a multi -use bike/pedestrian trail as identified in the Downtown Parks and Trails Master Plan brought forward community concerns about narrow `pinch points' along the trail which prompted the Council to direct staff to widen the trail allowing for the loss of no more than 10% of the proposed parking spaces. Staff subsequently reported that all parking spaces were kept and the narrow points in the trail were widened to 11 feet. The projected start date is late spring 2020. • Support for the Library Commission's recommendation to eliminate daily late fees for overdue library materials; fees for lost or damaged books will remain. The intent is to foster better recovery of materials. • Update on current State legislation including unfunded housing mandates, removing mitigation and ADU fees to encourage housing production, which would leave the City with less ability to control growth and require fully adequate parking for housing projects. Jamie Yee added there is no additional funding for infrastructure or schools to accommodate the potential growth in housing supply. Discussion Regarding Development of a Coordinated Business Support Program Christina Nystrom Mantha reminded the committee of past discussions on this topic to help frame the discussion. Pamela Ott provided an overview of the Coordinated Business Support Program and then reviewed EVC comments from the previous April and May discussions: • Local purchasing practices: c Work with local businesses to encourage business -to -business activity Will there be tracking of how much the City is spending with local city businesses? Support Local Campaign The support local campaign needs to make residents aware of the benefit and impact of shopping local and how their money is returned to the city and can help to offset flattening sales tax revenues. o The support local campaign needs to help foster communications between businesses. It also needs to be specific and differentiated between residents and businesses. Doing Business with the City Requests for qualifications/bids or other contract solicitations available online, and have all departments reference the business list to encourage application. A press release announcing RFPs could be another method to share the information. City work with the Pleasanton Chamber of Commerce and other local business organizations to share RFPs and other opportunities to do business with the City. P2P Business Portal o A shared communication effort will be needed to make the portal successful. o How will the portal be managed after year 1?
