DISCUSSION <br />To accomplish this strategic action, staff will facilitate a discussion on the previously <br />identified most critical human service needs, pages 6-8 of Attachment 1. From this <br />discussion the commission should identify one or two critical human service needs to <br />address through a multi-year service agreement. Staff suggests setting aside $35,000 <br />to $70,000 per year to fund the identified critical human service need provider(s). If only <br />one provider is selected, the recommended annual amount should not exceed $35,000. <br />This number is based on average general funds spent on behavioral health and health <br />care services over the past four years. A total amount awarded would depend on the <br />scope of services offered. <br />Funding for this process will be drawn from the existing HHSG program, more <br />specifically, the General Fund allocation, which is currently $215,888. A service <br />agreement would be structured as an initial three-year agreement with an option to <br />renew up to a total of five years. Depending upon the most critical human service need <br />selected, a multi-year service agreement could potentially remove one, or more service <br />providers from the annual grant process. For example, Senior Support Program of the <br />Tri -Valley currently holds a multi-year service agreement with the City, using general <br />fund dollars. If they were to decide to start a capital project for a building, CDBG grant <br />funds could also be awarded to them through the HHSG program. Situations such as <br />this, where an applicant is eligible for two funding sources would be addressed as part <br />of the annual commission recommendation in March. <br />Staff asks that the commission identify the most critical Tri -Valley human service need, <br />recommend an amount and consider if a multi-year service agreement agency would be <br />eligible for grants from different funding sources. <br />Proposed next steps after determining the most critical human service need: <br />• Draft an RFP based on the August 7, 2019 Human Services Commission <br />recommendation <br />• Review responses to the RFP <br />• Secure a service provider(s) <br />• Return to the Human Services Commission for a recommendation to award a <br />multi-year service agreement(s) <br />• Present commission recommendation to City Council to award a service <br />contract(s). <br />Page 3 of 4 <br />
