MATTERS BEFORE THE COMMISSION <br />4. Consider; Recommendation Modifying <br />2019/20 <br />Pleasanton Paratransit Fees for Fiscal Year <br />Mr. Silva reviewed a PowerPoint presentation outlining the background of the Paratransit <br />Program, a fee-based transportation program for Americans with Disabilities (ADA) and senior <br />citizens over 70 who reside in Pleasanton, unincorporated Pleasanton, and Sunol. He advised <br />commissioners that the core program is to provide door-to-door service and fees had not <br />increased since 2011/2012 when they were set at $3 in -town residents, $3.50 for out-of-town <br />residents and in -town and out-of-town non-residents. <br />Commissioner Carlucci was provided information by Mr. Ingram about the initiation of one-on- <br />one training and who provided the training, as well as how the increased.fee amounts were <br />determined. Mri, Ingram also commented on the importance of maintaining fees close to the <br />LAVTA fare. <br />Mr. Ingram provided additional information about the beginning of the Pleasanton Paratransit <br />Program advising that funds for operating the program come from Measure B, Measure BB, <br />the General Fund, and fares. He noted that an increase in fuel and operating costs is the main <br />reason for recommending the modification of fees for the Paratransit Program. <br />Chairperson Parikh and Commissioner Rubino Brumm discussed with Mr. Ingram the number <br />of riders that request fee assistance and the amount of discount provided. <br />Commissioner Sedlak requested information about the cost to operate the Paratransit <br />Program. Mr. Ingram advised that it costs approximately $700,000/year to operate for <br />approximately 8,000 trips, also everyone who works in paratransit is either full- or part-time. <br />Commissioner Carlucci was provided information on how users of the program are determined <br />to be resident or non-resident. <br />Commissioner Sedlak discussed with Mr. Ingram the possibility of this program being used for <br />other purposes. Mr. Ingram provided information on how the vehicles can be used because of <br />the program funding. <br />Commissioner Powers commented on the. cost of running the vehicles for each trip and <br />Commissioner Rubino Brumm was advised by Mr. Ingram that the number of rides for ADA <br />users is approximately 10-11 %. <br />Commissioner Carlucci was advised by Mr. Ingram that the Paratransit Study had been <br />completed, presented to and accepted by .City Council but still needed to be accepted by <br />LAVTA. He discussed the possibility of working together with LAVTA and transferring some <br />services to them and looking at addressing other recommendations in the study. <br />Human Services Commission <br />June 5, 2019 <br />Page 2 <br />
