THE PUBLIC HEARING WAS OPENED
The applicant's attorney Ellen Berger provided a brief background on the applicant's proposal
and the plans submitted.
Applicant Saravana Chilla spoke about the proposed plans, his family's search to locate
property, its proximity to schools, and his work with City staff on the project. He expressed his
desire to ensure neighbors have no opposition and said they would be amenable to conditions.
Lisa Self, adjacent neighbor to the east of the project, spoke in opposition of the project, and
expressed concerns with the current congestion on Stanley Boulevard. She said the front of
the house is facing their single-story property as opposed to facing the street and she voiced
concerns with noise, traffic, construction and the lack of trees which would address privacy.
Scott Self, adjacent neighbor to the east of the project, spoke in opposition of the project,
stating privacy is a big concern to him and his family given all three homes would face their
property. They installed a large swimming pool, completed many renovations on their home
recently and cited the proposed heights of the homes and the lack of privacy that a
second-story would present. The proposed homes are 20 feet from their yard and the height of
the homes will obstruct their views of the foothills when they sit inside their living room. He
asked that the homes face the street and said the Number 1 home is very massive and
intrudes on their privacy when pulling into their driveway.
Applicant Saravana Chilla spoke in response to the public comments, stating that he spoke to
other neighbors in regard to planting trees to help create a sense of privacy to those in the
surrounding area. They are also 30 feet from neighbors and have taken privacy issues into
account through their landscaping plan.
THE PUBLIC HEARING WAS CLOSED
Commissioner Brown asked for a copy of the landscape plan.
Ms. Hagen stated that the landscape plan was included in the agenda packet. She clarified
that there is currently a line of mature trees on the adjacent property, and staff will require a
row of trees to be planted in the landscape strip between the driveway and adjacent property.
These are currently shown as oak trees; staff has discussed this to ensure the planting is of
sufficient size to maintain healthy growing trees to screen the property.
Commissioner Brown referred to the landscape plan and stated it shows seven 15-gallon
Canyon Oak trees proposed between the two properties.
Commissioner Pace inquired and confirmed that the front home is proposed to face Stanley
Boulevard and not the other two homes which are proposed to face the driveway. If they were
to switch the driveway to the other side of the property on the west side, it would put the
homes against the back of the property.
Ms. Hagen said if the plan was flipped, the first floor would have an approximate 10-foot
setback and the second floor would be 15 feet, whereas as currently designed, it is set back on
Planning Commission Minutes Page 4 of 7 June 12, 2019
