SB 330 (Skinner) Housing Crisis Act of 2019 <br /> Move from an Oppose unless amended position to an Oppose position. This is a bill of <br /> emerging concern as it would declare a statewide housing crisis and for a five-year <br /> period, prohibit a city from imposing parking requirements near rail stops and freeze <br /> nearly all project related fees once a developer submits a "preliminary" application. <br /> Table 2 includes a list of additional housing related bills for the City Council's <br /> consideration to establish a position. <br /> Table 2 — Additional Housing Legislation <br /> Bill Title Description Recommended <br /> City Position <br /> SB 5 Affordable Would establish in state government the Oppose unless <br /> (Beall) Housing and Affordable Housing and Community amended <br /> Community Development Investment Program, which <br /> Development would be administered by the Affordable <br /> Investment Housing and Community Development <br /> Program. Investment Committee. The bill would <br /> authorize a recognized jurisdiction or entity <br /> (i.e., city) to apply to the Committee to <br /> participate in the program and would <br /> authorize the committee to approve or deny <br /> plans for projects meeting specific criteria. <br /> SB 13 Accessory This bill would authorize the creation of Support if <br /> (Wieckowski) Dwelling Units accessory dwelling units (ADUs) in areas amended <br /> zoned to allow single-family or multifamily <br /> dwelling residential use and allow for ADUs <br /> to be created in garages, storage areas, etc. <br /> This will expand the locations where ADUs <br /> could be constructed in homes. <br /> AB 68 Land Use: For ADUs, would delete the existing Oppose unless <br /> (Ting) accessory provision authorizing the imposition of amended <br /> dwelling units. standards on lot coverage, and would <br /> prohibit an ordinance from imposing <br /> requirements on minimum lot size. <br /> Table 3 includes a list of non-housing related bills for the City Council's consideration to <br /> establish a position. <br /> Table 3 — Non-Housing Legislation <br /> Bill Title Description Recommended <br /> City Position <br /> AB 516 Authority to Would delete the authority of a peace Oppose <br /> (Chiu) remove officer or public employee, as appropriate, <br /> vehicles. to remove or immobilize a vehicle <br /> pursuant to existing Vehicle Code. <br /> Page 8 of 10 <br />
