BACKGROUND <br /> The Operations Services Department's Support Services Division is responsible for <br /> managing the HVAC maintenance functions for all City facilities. There is a total of 20 <br /> facilities included in the scope of work with the option of adding other facilities <br /> throughout the term of the agreement. <br /> Currently, HVAC maintenance is performed on an as-needed basis and pricing is based <br /> on time and material. The new maintenance agreement will allow for quarterly and <br /> annual maintenance and pricing would be fixed based on the contractor's bid submittal. <br /> Emergency repairs will also be an option in the new maintenance agreement to address <br /> emergency repairs to the HVAC equipment and systems. <br /> DISCUSSION <br /> The current as-needed contract for HVAC maintenance services expired on June 30, <br /> 2019. Therefore, a Request For Bids (RFB) was formally advertised in June 2019. A <br /> total of five (5) proposals were received for this contract on June 28, 2019 from ABM, <br /> ACCO Engineering Systems, Bay City Mechanical, Inc., Prime Mechanical, and Marina <br /> Mechanical. The five (5) bidders included routine preventative maintenance and <br /> emergency repair services. Annual cost proposals for the work ranged from $32,500 to <br /> $126,000. The lowest responsive proposal, provided by ACCO Engineering Systems, <br /> was found to be qualified to perform the required services. A scope of work provided to <br /> ACCO Engineering Systems is detailed in Exhibit A of the Maintenance Service <br /> Agreement. <br /> The total compensation for the first three years of the agreement is $128,948. The <br /> contract amount per fiscal year is $41,690 for FY 2019/20, $42,983 for FY 2020/21 and <br /> $44,275 for FY 2021/22.
