BACKGROUND <br /> On July 1, 2018, the Library and Community Services Departments integrated into the <br /> new Library and Recreation Department. This has left outdated language in some of our <br /> policies, procedures and in the City's Master Fee Schedule. When looking at the fee <br /> schedule recently, staff noticed that the department name needed to be updated as well <br /> as some of the fees that are outdated. <br /> DISCUSSION <br /> Staff recommends the following changes to the Master Fee Schedule for section VIII: <br /> Parks and Community Services, A — General: <br /> • The current Master Fee Schedule lists section VIII as Parks and Community <br /> Services. Staff recommends updating this to reflect to the new department <br /> name, Recreation. <br /> • The current Master Fee Schedule lists full refunds up to three days before a <br /> class/activity begins. Staff recommends updating this to five days to match <br /> existing practice. <br /> • The current Master Fee Schedule lists specific nonresident fees for sports and <br /> aquatics. These are unnecessary as nonresident fees are charged consistently <br /> across program areas. The first two rows of the Nonresident Fees section list <br /> these accurately. <br /> • The current Master Fee Schedule lists specific late fees for aquatics. This is <br /> unnecessary as late fees are charged consistently across program areas. <br /> Staff recommends the following changes to the Master Fee Schedule for section VIII: <br /> Parks and Community Services, B — Other Fees: <br /> • Changing Parks and Community Services to Recreation. <br /> • Modifying the frequency of the activities guide to three times per year instead of <br /> quarterly to reflect current practices. <br /> • Adding recreation specific language from the City's Fee Policy, to read: "A <br /> separate fee schedule for Recreation programs is adopted annually by the City <br /> Council. City Council authorizes staff to adjust fees and charges for services and <br /> facilities up to 20% of the approved fees and charges without resubmitting the <br /> adjustment to the City Council. The City Council authorizes staff to adjust to <br /> provide new programs/classes at a fee based on the cost of service or <br /> established guidelines, and that fees for such programs or classes be submitted <br /> to the Council for approval within a one-year period from initiation of the class or <br /> program. The cost of fee classes should be set to attempt to return the full cost of <br /> the instructor(s) and materials plus an additional 30% for program supervision <br /> and office support. Three times a year an Activities Guide is published which <br /> sets forth the available programs and the current fee schedule. Please contact <br /> the Library and Recreation Department for information regarding current fees." <br /> These recommended changes are reflected in Attachment 1. <br /> Page 2 of 3 <br />
