BACKGROUND <br /> The City conducts an annual review of all playground equipment to determine which <br /> play equipment is in need of maintenance or replacement. The evaluations are <br /> performed by the Parks Division's Certified Playground Safety Inspectors (CPSIs). As <br /> part of the review, the CPSI's consider the physical condition and age of the equipment, <br /> safety and accessibility concerns, and the availability of replacement parts. Based on <br /> the 2017/18 fiscal year evaluation, the Parks CPSIs determined that the hillside slide at <br /> Mission Hills Park and the playground at Hansen Park should be renovated. <br /> The Landscape Architecture Division worked with the Parks Division and Library and <br /> Recreation Department on a Request for Qualifications (RFQ) for the renovations at <br /> Hansen Park and Mission Hills Park. The RFQ was advertised on July 24, 2018, and <br /> the City received five proposals on August 16, 2018. Upon review of the proposals, the <br /> City chose to interview three of the five playground companies. Interviews were held on <br /> September 24, 2018, by a selection committee made up of representatives from Parks, <br /> Library and Recreation, and Landscape Architecture staff. Based on the interviews, the <br /> selection committee chose Specified Play Equipment Company for the Hansen Park <br /> playground renovation construction (completed in May 2019) and Miracle Playsystems <br /> for the Mission Hills Park big slide renovation. <br /> The 30-year-old slide at Mission Hills Park was determined to be in need of renovation <br /> due to its increasingly challenging maintenance requirements. Considering the iconic <br /> nature of the big slide and the importance of public input for any potential renovations, <br /> the City conducted significant advertisement of the public outreach for the slide, which <br /> included: <br /> • Sending notifications to all residents within 1,000 feet of the park on November <br /> 30, 2018. <br /> • Posting one sign at the main park entrance and one at the slide in early <br /> December. <br /> • Sending out a media advisory on December 6, 2018, which was advertised in the <br /> local newspapers. <br /> • Posting the public outreach meeting on the City's website. <br /> • Posting the outreach meeting on NextDoor and Facebook the week before and <br /> the week of the outreach meeting. <br /> The public outreach event was for a two-hour period from 1-3 p.m. on Saturday <br /> December 15, 2018. About 50 people attended the outreach, with about a quarter to a <br /> third of attendees being children. <br /> DISCUSSION <br /> The City presented two concepts to the public at the public outreach meeting and on the <br /> City's website and social media.
