PAGE 5 <br /> INTRODUCTION <br /> OVERVIEW <br /> The City of Pleasanton ("City") is located in Alameda County and covers an area of 24.3 <br /> square miles, with over 24,600 assessor parcels, and approximately 83,000 residents. The <br /> City currently has five Landscape and Lighting Maintenance Districts("Districts")that provide <br /> services to a combined total of 680 parcels: <br /> • 1984-1 Ponderosa (Del Prado)—344 parcels <br /> • 1993-1 Windsor—90 parcels <br /> • 1993-2 Bonde Ranch— 103 parcels <br /> • 1994-1 Oak Tree Farm—42 parcels <br /> • 1995-1 Moller Ranch— 101 parcels <br /> The five District's benefit assessments were established prior to the approval of Proposition <br /> 218 in 1996. The purpose of these Districts is to provide funding for the installation, <br /> maintenance and servicing of local landscaping and lighting improvements("Improvements") <br /> within each District's service area. <br /> LIGHTING&LANDSCAPE MAINTENANCE DISTRICT No. 1994-1,OAK TREE FARM <br /> ASSESSMENT BACKGROUND <br /> The Oak Tree Farm Lighting and Landscape Maintenance District No. 1994-1 ("District <br /> 1994-1" or "Maintenance District") was formed in September of 1994 as a Condition of <br /> Approval for the Oak Tree Farm Phase I development to fund certain landscape <br /> improvements in the Oak Tree Farm subdivision's 25 parcels. In July 1999 the Oak Tree <br /> Farm Phase II was annexed into the Oak Tree Farm Lighting and Landscape Maintenance <br /> District No. 1994-1, adding an additional 16 parcels. The total number of parcels served by <br /> District 1994-1 since then to present time is 42 (25+16+1 City-owned sewer lift station <br /> parcel). <br /> The Oak Tree Farm Lighting and Landscape Maintenance District No. 1994-1 purpose is to <br /> fund the maintenance of the existing Oak Tree Farm subdivision open space areas, entry <br /> features, firebreaks, trees, shrubbery, groundcover and irrigation systems. <br /> District 1994-1 is funded by the benefit assessment approved in 1994 ("Assessment"), and <br /> it does not receive any direct revenues from property taxes or any other funding sources. <br /> The fiscal year 2019-20 assessments for District 1994-1 will remain at the same assessment <br /> rate of$473.66 per parcel per year. With a total of 42 parcels in the District,fiscal year 2019- <br /> 20 total assessment will be$19,885.81. <br /> Over the years, operational costs and utility costs have increased, however the assessment <br /> revenues have remained the same.
