EXHIBIT D <br /> THE CITY OF <br /> '4201=03 i <br /> u� NI III .1 1 I I I <br /> LE ASANTONO <br /> ITEM 3: RECOMMENDATION ON ADOPTION OF <br /> DOWNTOWN SPECIFIC PLAN AND RELATED <br /> MUNICIPAL CODE, GENERAL PLAN, AND <br /> DOWNTOWN DESIGN GUIDELINES AMENDMENTS <br /> At this final Task Force meeting, after more than two years of work, the Task Force is <br /> requested to consider providing its formal recommendation on adoption of the <br /> Downtown Specific Plan (DSP); as well as a series of related amendments to the <br /> General Plan, Pleasanton Municipal Code (PMC), and Downtown Design Guidelines <br /> that are required for each of these documents to be consistent with the updated DSP. <br /> The Task Force's recommendation will be presented to the Planning Commission and <br /> City Council as they take action on the DSP and the related document amendments in <br /> coming months. <br /> Recommendation on Adoption of Draft Downtown Specific Plan <br /> Introduction and Background <br /> The Task Force process has considered of various amendments and updates to the <br /> 2002 Draft Specific Plan. These revisions were incorporated into the November 2018 <br /> Public Review Draft Specific Plan (Attachment 1), which was circulated to the public and <br /> also presented to various City boards, commissions, and stakeholder groups for input <br /> and comments. <br /> Results of this outreach was reported to the Task Force on February 26, 2019, along <br /> with a series of options and recommendations on five specific policy topics: 1) <br /> Regulation of massage businesses; 2) Application of the Active Ground-Floor Overlay; <br /> 3) Ground-floor residential uses; 4) Treatment of property owner-initiated requests for <br /> re-zoning; and 5) development standards within mixed use and residential land use <br /> districts. The Task Force considered and made recommendations regarding the policy <br /> options, some of which differed from that reflected in the November 2018 Public Review <br /> Draft Plan. The Task Force's February 26 direction is summarized in the meeting notes <br /> (Item 1 on this meeting agenda). <br /> Following the Task Force meeting, concerns were raised by members of the public on <br /> the changed policy direction. As a result, the City Council discussed and provided <br /> additional direction on the five policy topics at meetings on April 16 and May 7, 2019, to <br /> be incorporated into the Draft DSP before it is brought forward for adoption. <br /> Prepared for the May 28,2019 Downtown Specific Plan Update Task Force Meeting Page 1 of 11 <br />
