103. <br /> <br />Electric power distribution, gas distribution, communication service, cable <br />television, and any required alarm systems shall be installed underground in <br />a joint utility trench unless otherwise specifically approved by the City <br />Engineer or Chief Building Official for on-site. All existing and proposed <br />power lines shall be installed underground. <br /> <br />104. <br /> <br />Any damage to existing street improvements during construction on the <br />subject property shall be repaired to the satisfaction of the City Engineer at <br />full expense to the developer. This shall include slurry seal, overlay, or <br />street reconstruction if deemed warranted by the City Engineer. <br /> <br />105. The applicant's contractor(s) shall obtain an encroachment permit from the <br /> City Engineer prior to moving any construction equipment onto the site. <br /> <br />106. The project developer shall comply with the City's non-point storm drain <br /> ordinance. <br /> <br />107. <br /> <br />Prior to commencement of any clearing, grading, or excavation, the project <br />developer shall submit to the Building and Safety Division a copy of the <br />State Water Resources Control Board Notice of Intent (NOI) for coverage <br />under the State Construction Storm Water General Permit. <br /> <br />Urban Runoff <br /> <br />108. <br /> <br />The applicant shall incorporate and maintain grassy swales, micro retention <br />basins, or other mechanisms to retain storm drainage on site. The <br />mechanisms shall be shown on the plans submitted for the issuance of a <br />building permit and shall be subject to the review and approval of the <br />Planning Director and City Engineer. <br /> <br />109. <br /> <br />The project developer shall submit a construction Best Management <br />Practice (BMP) program for review and approval by the Chief Building <br />Official prior to issuance of any building and/or grading permits. These <br />BMP's shall be implemented by the general contractor and all <br />subcontractors and suppliers of materials and equipment. Construction site <br />cleanup and control of construction debris shall also be addressed in this <br />program. Failure to comply with the approved construction BMP may <br />result in the issuance of correction notices, citations, or a project stop work <br />order. <br /> <br />110. <br /> <br />The trash enclosure area(s) shall be completely covered with a solid roof. <br />An area drain shall be installed in the trash enclosure area, unless waived <br />by the City Engineer.
