90. <br /> <br />In regard to grading, there shall bo no cuts in the area where the 17 northern <br />most parking spaces shall be located. Some limited clean fill may be added <br />to this area to accommodate drainage patterns. The area between the <br />northern edge of parking lot and the Arroyo del Valle shall remain <br />undisturbed (i.e., there shall be no cuts or fill). Prior to the issuance of a <br />building permit, a before and after grading plan shall be provided to the <br />Planning Director and City Engineer for review and approval. <br /> <br />91. <br /> <br />The applicant shall install a bioswale with an approximately ten (10) foot <br />width along the eastern border of the project by the parking lot. The design <br />of the bioswale is subject to the review and approval of the City Engineer. <br />The applicant shall grade the site as necessary so as to achieve a functional <br />bioswale. <br /> <br />92. <br /> <br />As required by the City Engineer, storm drain water shall be directed to the <br />existing storm drain system on Main Street either through a new storm <br />drain line on the neighboring property to the west or through a new storm <br />drainage line on Ray Street. The new storm drain line shall be installed by <br />the applicant. If a new storm drain line is installed in Ray Street, the <br />applicant shall repave Ray Street from where the line enters Ray Street to <br />Main Street. The location and design of the paving shall be subject to the <br />review and approval of the City Engineer, prior to the issuance of a <br />building permit. <br /> <br />93. <br /> <br />The project developer shall submit a final grading and drainage plan <br />prepared by a licensed civil engineer depicting all final grades and on-site <br />drainage control measures, including concrete-lined V-ditches, to protect all <br />cut and fill slopes from surface water overflow. This plan shall be subject <br />to the review and approval of the City Engineer and/or the Chief Building <br />Official prior to the issuance of any building permits. <br /> <br />94. <br /> <br />The project developer shall submit a refundable cash bond for hazard and <br />erosion control prior to issuance of an Engineering or Building and Safety <br />Division permit. The amount of this bond will be determined by the City <br />Engineer. <br /> <br />95. <br /> <br />The applicant shall grant an easement to the City over those parcels needed <br />for public service easements (P.S.E.) and which are approved by the City <br />Engineer or other easements which may be designated by the City <br />Engineer. <br /> <br />PUD-30, Valley Park Associates, Conditions of Approval, 2/17/2004 Page 15 <br /> <br /> <br />
