On February 25, 2019, the color renderings were presented to the Bicycle, Pedestrian, <br /> and Trail Committee for their review and recommendation. The Committee raised <br /> concerns that the planned walkway/trail is not wide enough to accommodate both <br /> cyclists and pedestrians. Further, they discussed that the proposed plan was too <br /> focused on increasing parking in the corridor and does not adequately address cycling <br /> and pedestrian needs. By motion and vote, the BPTC recommendation to City Council <br /> is that the parking lot be redesigned to consider both parking and bicycle/pedestrians <br /> more equally. Although not in the motion, one of the committee members discussed <br /> widening the area available for trail use by creating parallel parking stalls on the west <br /> side, and keeping the 90 degree parking stalls only on the east side. This concept is <br /> discussed in more detail later in this report. <br /> On March 14, 2019, the color renderings were presented to the Parks and Recreation <br /> Commission for their review and recommendation. The Commission stated their desire <br /> for additional electric vehicle charging stations or, at the least, conduit for future <br /> installations. The Commission also indicated that the installed conduit could be used for <br /> security or other technologies that may be installed in the future. The Commission <br /> understood the BPTC concerns, and while they did not make a motion to request the <br /> plans be changed, they did recommend that other options be explored that increased <br /> the trail width, including the BPTC option with parallel parking on the west side. <br /> DISCUSSION <br /> Design Objectives <br /> As staff began the design of the improvements between Bernal Avenue and Abbie <br /> Street, four objectives were identified: <br /> 1 . Create parking and trails in accordance with the stated reasoning for acquiring the <br /> transportation corridor in 2008. <br /> 2. Create parking for the downtown area in accordance with the Downtown Pleasanton <br /> Parking Strategy and Implementation Plan. <br /> 3. Continue the concepts developed with the Firehouse Arts Center parking lot and trail <br /> design. <br /> 4. Provide a bicycle/pedestrian trail as identified in the Bicycle and Pedestrian Master <br /> Plan which dictates a preferred minimum width of 10 feet, but allows for a minimum <br /> width of 8 feet with 2-foot buffers on each side. <br /> Design Challenges <br /> The design of the parking lot between Bernal Avenue and Abbie Streets has numerous <br /> challenges to overcome: <br /> 1 . The available right-of-way width is only 75 feet, compared to the 100-foot-wide right- <br /> of-way at the Firehouse Arts Center. <br /> 2. A Kinder Morgan high-pressure gas line runs the length of the corridor and is located <br /> within an easement near the east property line. Kinder Morgan has many restrictions <br /> on what can be built on, over, and close to their pipeline. <br /> Page 4 of 10 <br />
