Schedule <br /> If City Council directs staff to finalize the design of this project, the plans and <br /> specifications can be completed by mid-to-late fall. However, this does not leave <br /> adequate dry weather time to complete construction before winter. As it is envisioned <br /> the project would be constructed before the existing parking lot is taken out of service <br /> and reconstructed, therefore leaving the existing parking in place until the retaining wall <br /> and concrete paths on the west side are completed. It is conceivable that construction <br /> could start in late fall, stop for winter, then continue with construction of the parking lot in <br /> the spring.
