Staff has worked with the applicant in designing their project architecture in a Craftsman style <br /> that meets the goals and policies of the DSP and the Downtown Design Guidelines as stated <br /> above. The proposed homes include many traditional Craftsman style details such as a blend <br /> of building materials, including horizontal siding, vertical siding dormer and eave details, as <br /> well as tapered porch columns, and exposed wood knee braces. All of the homes front the <br /> internal driveway with access facing east. Staff has requested that the design of the house on <br /> Lot 1, adjacent to Stanley Boulevard, be modified to face Stanley Boulevard in accordance <br /> with the Downtown Design Guidelines and be designed with a strong Stanley Boulevard street <br /> presence, complementing the existing homes on the street. In response to this request, the <br /> applicant extended the covered porch and added architectural detailing to the Stanley <br /> Boulevard elevation, but indicated that he does not want to relocate the front door to this <br /> elevation. <br /> Building Massing and Height <br /> The Downtown Specific Plan generally supports development lower in height, up to two <br /> stories/30 feet, as indicated by the following Specific Plan policy: <br /> Land Use Policy No. 15: Initiate an amendment to Municipal Code Chapter 18.84 to limit <br /> building height in all residential zoning districts in the Downtown (including future <br /> Planned Unit Development Districts) to not more than two stories and not more than <br /> 30 feet. <br /> While this code amendment has not yet been made, the intent of this policy is to limit <br /> development to two stories. As proposed, the three two-story homes will all be approximately <br /> 27-feet in height (measured from grade to the ridge) and generally compatible with the <br /> one- and two-story properties on Stanley Boulevard. <br /> Photo simulations have been included within Exhibit B to illustrate the building massing and <br /> height along the street. In addition, the applicant will be required to erected story poles to <br /> demonstrate the height and massing of the homes prior to the final Planning Commission and <br /> City Council hearings. <br /> Landscape & Tree Removal <br /> The proposed landscape plan includes a list of plant species including a mix of native and <br /> non-native plant species with low water use requirements. Based on initial recommendations <br /> from staff, the applicant has designed their project around a very large Valley Oak tree to the <br /> rear of the property which will be retained as part of the application proposal. A tree report was <br /> prepared for the project and included in Exhibit B that indicates that a total of nine trees will be <br /> retained, including two off-site trees. The applicant is proposing to remove eight trees, one of <br /> which is considered a heritage-sized tree. Additional trees will be planted in each front yard, as <br /> well as along Stanley Boulevard and the property line to the east. As currently proposed, the <br /> landscaping to the rear of the homes does not include any trees, only shrubs. <br /> CONSIDERATIONS FOR THE WORKSHOP <br /> The following section provides potential discussion topics and analysis of key items related to <br /> the project. This workshop will allow the Planning Commission to provide direction to the <br /> applicant and staff regarding any items it wishes to be addressed before the project application <br /> is formally presented to the Planning Commission.
