RESOLUTION NO. 19-1086 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING THE ALLOCATION OF FEDERAL AND CITY FUNDS RELATIVE TO THE HOUSING AND HUMAN SERVICES GRANT (HHSG) AND COMMUNITY GRANT (CG) PROGRAMS FOR FISCAL YEAR 2019-20, AND APPROVING SUBMISSION OF ANNUAL ACTION PLAN WHEREAS, the City of Pleasanton has established a Housing and Human Services Grant (HHSG) program that is funded through multiple federal and local sources and is intended to primarily benefit Pleasanton's low-income population by providing funding for important housing and human services projects; and WHEREAS, the City of Pleasanton has also established a Community Grant (CG) program that is funded through local sources and is intended to address youth services and promote local arts and culture; and WHEREAS, the City of Pleasanton as an entitlement community receives Community Development Block Grant (CDBG) funding on an annual basis, from the U.S. Department of Housing and Urban Development (HUD). As part of the requirements to receive this funding, the City must prepare and submit an Annual Action Plan (Action Plan) to HUD: and WHEREAS, the City receives an annual allocation of federal HOME Investment Partnerships Program (HOME) funding from Alameda County as part of its membership in the Alameda County HOME Consortium; and WHEREAS, the City Council finds that the use of local City funds (e.g., Lower Income Housing Funds for housing services and General Funds for human services) to supplement federal CDBG and HOME funds is an appropriate use under the guidelines specified for the HHSG program; and WHEREAS, at its meeting of May 21, 2019, the City Council reviewed the report of the Assistant City Manager and Director of Library & Recreation regarding the Fiscal Year 2019-20 Action Plan and proposed HHSG and CG program funding allocations for Fiscal Year 2019-20. The City acknowledges that the thirty (30) day comment period on the Action Plan is from May 11 to June 10. 2019; and if comments are received that require responses and revision of the Action Plan then the plan will be re-submitted for City Council further consideration. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1: Council approves the overall funding program for the City's Housing and Human Services Grant (HHSG) and Community Grant (CG) programs for Fiscal Year 2019-20 as depicted in Tables A and B, including $317,784 in federal Community Development Block Grant (CDBG) funds: $102.452 in federal HOME Investment Partnerships Program (HOME) funds: $184,695 in City Lower Income Housing Funds: $215,888 in City General Funds for human services: and $69.500 in City General Funds for arts/culture and youth. for a total funding amount of $890.319.
