EMERGENCY MEDICAL SERVICES FIRST RESPONDER ADVANCED LIFE SUPPORT AGREEMENT (7/1/2019) <br /> SECTION 1 - INTRODUCTION <br /> 1.1 The Alameda County Emergency Medical Services Agency is designated as the Local <br /> Emergency Medical Service Agency (LEMSA) as defined in the California Health and Safety <br /> Code Division 2.5, Section 1797.94 responsible for establishing policies and procedures for <br /> the approval and designation of paramedic service providers within its jurisdiction. <br /> 1.2 The County has established an Emergency Medical Service District(EM-1983-1) and has <br /> entered into agreements with various Emergency Medical Services (EMS) providers, both <br /> public and private, to assure the availability of emergency medical response and <br /> transportation services within the District. <br /> 1.3 The City shall provide First Responder Advanced Life Support (FRALS) services to requests <br /> for medical assistance as defined by local policy and procedure. Response procedures shall <br /> be based on the algorithms in the Medical Priority Dispatch System (MPDS) protocols <br /> (TABLE A-PERSONNEL AND RESPONSE TIME REQUIREMENTS) including 5150 calls.As per MPDS <br /> and State regulations (CA Health and Safety Code Section 1798(a) - Medical Control), call <br /> prioritization must be determined under the direction of the Medical Director. <br /> 1.4 City agrees to follow all County EMS Policies. <br /> 1.5 County agrees that any change to County EMS Policies that requires a modification to the <br /> City's budget requires mutual agreement between the County and City. <br /> 1.6 City shall adequately deploy FRALS units to continually meet the Performance Standards <br /> stipulated in Section 5 of the Agreement. The number of staffed fire or rescue FRALS units is <br /> at the sole discretion of the City. <br /> 1.7 The parties hereby execute this single agreement which will constitute formal designation <br /> of City as an authorized provider of First Responder Advanced Life Support Services within <br /> the Alameda County EMS system under Health &Safety Code Section 1797.178, a paramedic <br /> service provider agreement under Title 22 CCR Section 100168, and a written agreement <br /> regarding the provision of prehospital emergency medical services under Health&Safety <br /> Code Section 1797.201. Nothing in this agreement is intended to extinguish any existing <br /> rights of the parties under Section 1797.201 or 1797.224 of Division 2.5 of the California <br /> Health and Safety Code. <br /> Page 1 of 24 <br />
