MOTION: It was m/s by Narum/Pentin to annotate the property at 475 - 493 St. John Street, <br /> excluding the residents, with Mixed Use Transitional through a PUD. <br /> Mayor Thorne asked for clarification and City Manager Fialho explained that under Mixed Use <br /> Transitional, the square footage of the restaurant would have to be preserved or redeveloped and <br /> residential could go behind a structure or up above. <br /> Councilmember Pentin noted they would have the right to do this as a commercial property and <br /> can ask for a mixed-use project that would require a PUD and a mixed use transitional with <br /> annotation of the map. The annotation offers a separate opportunity. <br /> Councilmember Brown questioned where restaurant customers would park. Staff responded that <br /> parking would have to be included in the development plan. <br /> Councilmember Testa stated she is confused as to why this is different, noting it is a process, but <br /> it is going out of the process and it seems inappropriate to do so. She referenced discussions in a <br /> previous meeting that the applicant would incur additional costs if they were not under the DSP <br /> and stated she is uncomfortable making a decision outside of the process, instead of a <br /> consideration of a cost/benefit. <br /> City Manager Fialho reported the property owner with the environmental analysis has assumed a <br /> certain level of density for programmatic reasons and there is benefit derived from that and the <br /> property owner would not have to absorb that cost with the existing assumptions. The property <br /> owner would have to do some level of additional analysis such as a traffic study. <br /> Councilmember Testa said she is uncomfortable going outside the standard process. <br /> Councilmember Narum noted the EIR and any benefits would apply to any downtown commercial <br /> property owner and is not a special case. <br /> Motion passed by the following votes: <br /> Ayes: Councilmembers Narum, Pentin, Mayor Thorne <br /> Noes: Councilmembers Brown, Testa <br /> Absent: None <br /> RECESS/RECONVENE <br /> Mayor Thorne called for a recess at 9:25 p.m. The meeting reconvened at 9:33 p.m. with all <br /> Members present. <br /> 15. Review and consider the Trails Master Plan, CIP No. 16734 <br /> Director of Engineering Steve Kirkpatrick introduced the item and deferred to Landscape Architect <br /> Matthew Gruber and Consultant Randy Anderson for the report. <br /> Landscape Architect Gruber provided the report and displayed a PowerPoint presentation. He <br /> addressed Introduction, including the consultant team and partners, Background, Approach, <br /> Where We are in the Process, Public Outreach, Results of a Survey, Public Outreach Workshops, <br /> TMP Review Comments, Review and direction from the Parks and Recreation Commission, <br /> Council focus; Trail Survey Results, Review and suggestions by the Youth Commission and a <br /> map of the Trails System Vision. He deferred to Mr. Anderson for further reporting. <br /> Consultant Anderson reviewed the contents of the Trails Master Plan including the Introduction, <br /> details of the Trail Master Plan Contents. <br /> City Council Minutes Page 9 of 12 May 7, 2019 <br />
