Councilmember Brown agreed with Councilmember Testa to direct staff to consider a manner <br /> where tenants who are in the lower income bracket can work with property owners to get the <br /> safety improvements needed in their homes. <br /> Councilmember Testa reported while on the board of REACH, they were able to access funds for <br /> improvements to tenants of those properties. <br /> Councilmember Narum thanked the various Commissions for their help and recommendations <br /> and commented on the possibility of refocusing some of the money not being used by Habitat for <br /> Humanity to provide services for rental tenants. <br /> MOTION: It was m/s by Pentin/Brown to adopt and waive full reading of Resolution No. 19-1086 <br /> approving the allocation of Federal and City Funds relative to the Housing and Human Services <br /> Grant (HHSG) and Community Grant (CG) programs for fiscal year 2019/20 and approving <br /> submission of the Annual Action Plan. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Abstain: Councilmember Testa (Nami allocation) <br /> Absent: None <br /> (b) Approve the Action Plan for use of Federal Community Development Block Grant Funds <br /> Housing Manager Hernandez provided a summary on the FY 2019/20 CDBG Action Plan and <br /> addressed funding the City will receive, compliance with the U.S. Department of Housing and <br /> Urban Development (HUD) requirements, and a description of the CDBG-funded activities in <br /> FY 2019/20 to HUD and incorporation of Council's approval of HHSC and CG grant funds. He <br /> presented a brief background, noted the plan requires a 30-day public comment period from <br /> May 11 to June 10, 2019 and provided recommendations. <br /> Councilmember Narum asked if any public comments have been received to date. Housing <br /> Manager Hernandez reported receiving one telephone call and will need to follow up with the <br /> resident as she was unsure whether she was commenting on the Action Plan itself. He added the <br /> public can call, email, or contact his office for information. <br /> Mayor Thorne opened the public hearing. There was no one wishing to speak he closed public <br /> comments. <br /> MOTION: It was m/s by Brown/Narum to approve the Action Plan for use of Federal Community <br /> Development Block Grant Funds. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Testa, Mayor Thorne <br /> Noes: None <br /> Abstain: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Testa reiterated her request to add a regular item for future Council meetings to <br /> discuss State legislation. She commented on SB 50 noting it is currently on hold until January 2020; <br /> she noted there are other bills that will have equal or worse impacts on the Pleasanton community <br /> including SB 330. She would like the City Council to authorize a letter indicating the City's position on <br /> SB 330, SB 1277, and SB 79 and addressed SB 332 which stands to cost LAFMA $50 million which will <br /> be passed on to rate payers.
