Attachment 3
THE CITY OF
,i Housing Commission
"'" Minutes
rLLr\3PcINTO1 N [SUBJECT TO APPROVAL)
PUBLIC HEARINGS AND OTHER MATTERS
6. Approval of Federal HOME Funds and Lower Income Housing Funds Related to the
Housing and Human Services Grant (HHSG) Program for Fiscal Year 2019/20
Mr. Hernandez provided background information on the Housing and Human Services (HHSG)
Program for Fiscal Year 2019/20 and the Zoomgrants program. He advised that HHSG
applications for FY 2019/20 were solicitated from December 13, 2018 through January 22,
2019, with a total of twenty-seven (27) applications being received by the deadline for a total
funding requests being $1,095,937, or $1,119,121 including the Section 108 loan payment for
2019/20. To be reviewed by the Housing Commission are the applications proposed to be
funded with federal HOME funds and/or City Lower Income Housing Funds (LIHF).
Commissioners were informed by Mr. Hernandez that six (6) of the applications received were
for housing programs and services for a total requested amount of$431,025 and the
Commission is requested to make funding recommendations based on available HOME and
LIHF funds. He advised Commissioners that the amount of HOME funds indicated is a
projected amount because HUD has not yet provided funding levels, which means funding will
be adjusted accordingly once staff has been made aware of the amount made available.
Chairperson Soby questioned how the adjustment would be made, since the funding received
for the previous year was considerably higher than had been initially projected. Mr. Hernandez
advised that the amount funded would be based on the requested amount by the applicant, i.e.
Abode.
Commissioner Kiziloglu questioned whether funds could be moved from the LIHF to fund other
low-income services. Mr. Hernandez provided information about services related to low-income
and funding from CDBG having a 15% Cap. Commissioner Kiziloglu indicated she would prefer
that funds to be used for housing and not other services. Mr. Hernandez advised that staff
recommends the Commission support applications for affordable housing activities that include
other services and not just brick and mortar requests.
Chairperson Soby suggested Commissioner Kiziloglu's comments be tabled for discussion at a
future meeting.
Chairperson Soby opened the meeting for agency presentations.
ECHO Housing Counseling Services — Marjorie Rocha — reaffirmed the mission of the ECHO
Housing organization and the support services they provide which aids in the prevention of
homelessness. She discussed the programs the agency provides and the services that are
provided through their programs. Ms. Rocha commented on the importance of providing
education to clients, partnering with other organizations, providing home-seeking services,
counseling, and placement services.
Page - 1 -
