Attachment 2
Commissioner Wright questioned whether a `National Model' was being used for the program
and whether licensed individuals were involved. Kendall advised that peer counselors receive
training and there is a set curriculum.
Commissioner Hayes noted that the commission was unable to recommend the allocation of
funding for administrative services and wondered how they could consider this program for
funding. She questioned whether staff could provide any clarification on this.
Commissioner Sedlak discussed fundraising mechanisms and funding from the National
organization with Ms. Lewis. Kendall advised that the goal of the group is to get people to
understand how to live successfully with the illness.
Commissioner Wright requested staff address Commissioner Hayes' concerns on
recommending funding for administrative services. Mr. Hernandez advised that direct services
would be eligible for funding and that a trained person overseeing the group is what staff had
determined as an eligible cost for the funding. Commissioner Hayes questioned whether
support groups had received funding in the past.
Commissioner Parekh asked Ms. Lewis what the impact would be if NAMI did not receive the
requested funding. She provided information and advised that NAMI would need to do
additional fundraising to raise the funds required.
Commissioner Hayes was informed that there were approximately 65 people participating in
the program who were from Pleasanton.
Tri-Valley Haven — Capital Improvement Project (Facilities Rehab. Project), Ann King — noted
that it has taken over a year to find someone willing to manage the rehab project and then find
an architect, but TVH does now have an architect and are meeting with the cities of
Pleasanton and Livermore and will be releasing an RFP for a General Contractor for the
project.
Commissioner Sedlak was informed by Ms. King that issues and needed repairs have gotten
worse because of the difficulties encountered in trying to find a contractor.
Commissioner Clare discussed with Ms. King the amount of funding that has accrued toward
this project. Mr. Hernandez advised that $100,000 was allocated from the FY 2017/16 funding
period and $125,000 from the FY 208/19 period and additional funding was being requested
because of the scope of work required. He noted that staff is confident a General Contractor
will be hired in the next few months and the project finished by the end of this year. If funding
is to be approved for FY 2019/20 a total of $350,000 toward the project would have been
allocated by the City of Pleasanton.
Commissioner Sedlak felt it unfortunate that so many problems had arisen for this project
especially because of the good services that Tri-Valley Haven provides.
Human Services Commission
March 6, 2019
Page 3
