SUMMARY <br /> The omnibus ordinance and related resolutions are an annual process to update the <br /> municipal code to reflect state law, current practices, and delete out-of-date references. <br /> Also proposed are resolutions: (1) authorizing the City Attorney to settle certain <br /> administrative fines and cost recovery matters; (2) authorizing the City Engineer to <br /> accept certain public improvements and determine when projects require a public <br /> improvement agreement; and (3) amending the Master Fee Schedule to formalize the <br /> passport execution fee and Happy Valley Specific Plan pro-rata water and sewer <br /> infrastructure fees. <br /> RECOMMENDATION <br /> Introduce the omnibus ordinance and adopt the three resolutions. <br /> FISCAL IMPACT <br /> The changes to the Master Fee Schedule will formalize the $35 passport execution fee <br /> (set by the federal government) which the City Clerk's Office has already been <br /> collecting. It will also formalize the Happy Valley Specific Plan Water Main Pro-rata <br /> Share fee in the amount of $16,793.55 for an existing home and $47,683.90 for a new <br /> home, and the Happy Valley Specific Plan Sanitary Sewer Main Pro-rata Share fee in <br /> the amount of $15,758.40 for an existing home and $28,525.25 for a new home; plus <br /> annual 4.5% interest, both of which have been collected since the construction of the <br /> Callippe Preserve Golf Course and related infrastructure in 2004. <br /> Page 2 of 6 <br />
