28. Continued to May 7, 2019 — Review and consider the Trails Master Plan, CIP No. 16734 <br /> 29. Review and consider the City's 2019 Legislative Framework, including (a) establishing the City's <br /> legislative positions on selected 2019 CASA Compact housing related bills, (b) adopt a resolution <br /> establishing the City's position on SB 50 as opposed unless amended and (c) requesting the <br /> Council Legislative Committee and City staff to monitor remaining legislation throughout the 2019 <br /> legislative cycle to determine whether the City Council should take a formal position <br /> It was noted tomorrow is the deadline to submit a letter of position regarding SB 50. <br /> Councilmember Testa asked that the City submit a letter strongly opposing SB 50. <br /> Councilmember Testa said amendments will not change the bill, which is based on removal of <br /> local control. <br /> MOTION: It was m/s by Pentin/Thorne to approve the 2019 Legislative Framework to include <br /> establishing the legislative positions on selected 2019 CASA Compact housing related bills and <br /> requesting that the Council Legislative Subcommittee and staff monitor proposed 2019 legislation <br /> to determine whether Council should take a position, and adopt and waive full reading of <br /> Resolution No. 19-1078 opposing, unless amended, SB 50 Wiener. Planning and zoning: <br /> housing development: incentives. Motion passed by the following vote: <br /> Ayes: Councilmembers Narum, Pentin, Mayor Thorne <br /> Noes: Councilmembers Brown and Testa <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS - None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 12:35 a.m. on April 17, 2019. The <br /> Council extended a tribute to our nation's men and women serving in the military.
